我国农村残疾人养老问题研究

【摘要】：近年来,各种风险的发生率不断提高,先天性残疾、工伤致残、交通事故致残等发生的概率渐增。2006年第二次残疾人抽样调查结果显示,全国共有残疾人8296万人,占我国总人口的比例为6.34%。其中农村残疾人6225万人,占残疾人总数的75.04%。党的第十八次全国代表大会报告中提出要健全残疾人社会保障和服务体系,切实保障残疾人权益。农村残疾人的社会保障体系和社会服务体系建设得好不好,农村残疾人的生活、医疗、康复、养老、就业等基本需求解决得好不好,不仅事关残疾人事业发展的全局,而且事关全面建设小康社会的大局,事关社会的公平正义。相对于城镇残疾人而言,农村残疾人生活困苦,社会保障制度缺失,社会服务水平低下。农村残疾人在综合城乡差异与身体状况差异的因素中,成为弱势群体中的更弱势群体。农村残疾人社会保障问题更为突出,贫困问题更加严重,农村残疾人的发展能力和发展环境问题更应该引起关注。而老年残疾人比重偏高的现实情况给老年残疾人的养老保障问题提出了更高的要求,解决我国农村残疾人的养老问题迫在眉睫。文章采取实证分析的研究方法,从生活状况、养老需求、参保情况等方面进行问卷调查,分析发现农村残疾人在养老上面临着经济来源少、养老服务供求不平衡、对家庭依赖程度高等问题。对比国外的经验,我国农村残疾人养老事业发展滞后,传统的家庭养老功能日渐削弱,而现行的社会养老方式无法满足农村残疾人的养老需求。因此,需要关注农村残疾老人需求的特殊性,多举措增加农村残疾人收入,完善相关社会保障政策,鼓励社会力量参与农村残疾人养老事业,实现自我养老、家庭养老和社会养老的有机结合与协调发展。
[Abstract]:In recent years, the incidence of various risks has been increasing. The probability of disability caused by congenital disability, industrial injury and traffic accident is increasing. The results of the second sample survey of disabled persons in 2006 show that there are 82.96 million persons with disabilities in China. The proportion of China's total population is 6.34. Of these, 62.25 million were disabled in rural areas, accounting for 75.04 percent of the total number of disabled persons. In the report of the 18th National Congress of the Party, it is proposed to improve the social security and service system for the disabled and ensure the rights and interests of the disabled. Whether the social security system and the social service system for the rural disabled are well established, and whether the basic needs of the disabled in rural areas such as life, medical treatment, rehabilitation, old-age care, employment and other basic needs are well met, are not only related to the overall situation of the development of the cause of the disabled. Moreover, it concerns the overall situation of building a well-off society in an all-round way and the fairness and justice of the society. Compared with the urban disabled, the rural disabled are poor, lack of social security system and low level of social service. The rural disabled people become the more vulnerable groups among the weak groups among the factors of the difference between urban and rural areas and the difference of their physical condition. The social security problem and poverty problem of rural disabled people are more prominent, and the development ability and development environment of rural disabled people should be paid more attention to. However, the higher proportion of the elderly disabled puts forward higher requirements for the old-age security of the elderly disabled, and it is urgent to solve the problem of the rural disabled in our country. This article adopts the empirical analysis research method, carries on the questionnaire survey from the life condition, the old age demand, the participation insurance situation and so on, the analysis discovers the countryside disabled person faces in the pension the economic source to be few, the old age service supply and demand is not balanced. Problems such as high degree of family dependence. Compared with the experience of foreign countries, the development of rural disabled pension in China lags behind, the traditional family pension function is weakened day by day, but the current social old-age support can not meet the needs of the rural disabled. Therefore, there is a need to pay attention to the particularity of the needs of the elderly with disabilities in rural areas, to increase the income of the disabled in rural areas, to improve the relevant social security policies, to encourage social forces to participate in the cause of providing for the aged for the disabled in rural areas, The organic combination and coordinated development of family pension and social pension.
