南通市通州区智慧社区建设研究

【摘要】:在信息技术迅猛发展的现代社会,智慧概念的延伸已经成为席卷世界的新趋势。智慧社区的发展,既是社区不断演变、发展、改革、变更的结果,也是智慧思潮在社会基层末梢的延伸。智慧社区是当前推进智慧城市的热点领域,智慧社区的建设有力推动了城市社区治理及公共服务模式向共同体价值定位、整体性治理和合作治理供给模式的有效转变。本文将文献分析法与实地调查法相结合,选取南通市通州区智慧社区建设案例作为研究对象,运用新公共服务理论、城市社区治理理论、网络治理理论,阐述了当前通州区智慧社区的建设现状和建设亮点,分析了通州区智慧社区建设中所存在的忽略政府、居民等各方需求、没有进行顶层设计、体系不够成熟、建设项目的功能单一、以政府为主导的运营模式缺乏市场性、专业人才匮乏等六大存在问题,并对问题产生的原因进行了深入剖析。针对通州区在智慧社区实践过程中发现的各种问题,通过分析借鉴英国布里斯托、新加坡、北京、上海、无锡等优秀国内外智慧社区建设先行实践地区的经验教训,对六大存在问题分别给出了以需求为向导了解各方需求、制定统一标准进行统筹规划、分类完善技术框架、丰富建设内容、不同建设阶段分步实施和建立长效机制的对策建议。本文倡导以各方需求为建设导向,深入调研了解政府需求、居委会需求、企业需求、居民需求等各方需求;以信息技术为手段,对政府各条块部门数据库进行纵横向的扩充和融合;以基础设施的完善为基础,对支撑平台、应用软件进行升级完善。在智慧社区建设中,根据拥有资源的不同,采用分步走战略,逐步推进。在试点阶段,基础设施薄弱,可以采取政府主导模式;波动阶段,市场准入门槛降低,可以采取企业运营模式;推进阶段,经过完全竞争市场的筛选,存活的企业都拥有自己的核心竞争力,此时可以采取政企合作模式;成熟阶段,政府企业等在智慧社区建设过程中的责任义务已经明确,格局基本定型,更要关注的是建好而不是建成,此时可以采用“3+X”模型,由政府、企业、公民及第三方机构共同参与,建立涵盖智慧化规划、信息化管理、个性化服务、纵横向社会交往等各方面应用要素的平台,力求智慧社区建设能够因地制宜、各具特色,达到企业盈利、政府优管、市民参与、社会和谐的智慧社区建设目的。
[Abstract]:In the modern society with the rapid development of information technology, the extension of the concept of wisdom has become a new trend sweeping the world. The development of the intelligent community is not only the result of the continuous evolution, development, reform and change of the community, but also the extension of the trend of wisdom in the social grassroots. The intelligent community is the hot field to promote the wisdom city at present. The construction of the wisdom community has promoted the effective transformation of the urban community governance and public service model to the community value orientation, the whole governance and the cooperative governance supply mode. This article combines the literature analysis method with the field investigation method, selects the Nantong Tongzhou District wisdom community construction case as the research object, uses the new public service theory, the city community governance theory, the network governance theory, the network governance theory. This paper expounds the present situation and bright spots of the construction of the intelligent community in Tongzhou district, analyzes on the neglect of the needs of the government, residents and other parties in the construction of the intelligent community in Tongzhou district, and fails to carry out the top-level design, and the system is not mature enough. The function of the construction project is single, the operation mode dominated by the government lacks the marketability and the professional talent is scarce, and the causes of the problems are deeply analyzed. In view of the various problems found in the practice of intelligent communities in Tongzhou District, through analyzing and learning from the experience and lessons of the excellent intelligent communities at home and abroad, such as Bristow, Singapore, Beijing, Shanghai, Wuxi and so on, To the six existing problems, this paper gives the countermeasures and suggestions of understanding the needs of all sides, making unified standards for overall planning, classifying and perfecting the technical framework, enriching the contents of construction, implementing step by step in different construction stages and establishing long-term effective mechanism. This paper advocates the construction orientation of all parties' needs, in-depth investigation and understanding of government needs, neighborhood committee needs, enterprise needs, residents' needs, and information technology as a means. The database of each section of government is expanded and merged vertically and horizontally, and based on the improvement of infrastructure, the supporting platform and application software are upgraded and perfected. In the construction of intelligent community, according to the difference of resources, step-by-step strategy is adopted to advance step by step. In the pilot phase, the infrastructure is weak and can be government-led; at the fluctuating stage, the threshold for market access is lowered, and the enterprise operating model can be adopted; and in the propulsion phase, the market is screened through a fully competitive market. All the surviving enterprises have their own core competitiveness. At this time, they can adopt the mode of cooperation between government and enterprises. At the mature stage, the responsibilities and obligations of government enterprises in the process of building intelligent communities have been clearly defined, and the pattern has been basically shaped. What we should pay more attention to is to build well rather than built. At this time, we can adopt the "3X" model, with the participation of the government, enterprises, citizens and third party organizations, to establish a system that covers intelligent planning, information management, and personalized services. The platform of applying elements to social communication and so on seeks to build intelligent community according to local conditions, with its own characteristics, and to achieve the purpose of building intelligent community with enterprise profit, government superior management, citizen participation and social harmony.
