【摘要】：党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》指出,要“从各层次各领域扩大公民有序政治参与,充分发挥我国社会主义政治制度优越性。”对大学生而言,有序政治参与有利于大学生实现自身政治诉求,维护自身政治权利,增强政治参与的能力;对国家而言,大学生是关系到国家兴衰发展的重要社会群体,引导大学生有序政治参与有利于我国社会主义民主政治进程的推进,有利于维护国家政治生活的和谐稳定。本论文共分为六章对当代大学生有序政治参与进行研究:第一章是绪论,通过梳理国内外的研究现状,认为国内外对有序政治参与的相关理论很多,但是针对大学生群体特点的有序政治参与研究,在数量上和内容上与其在国家政治生活中应发挥的作用相比还存在不足。第二章对大学生有序政治参与的相关概念和理论进行了界定和评析,认为大学生有序政治参与是指大学生作为主体,通过合法、适度、有序的方式,为保障国家政治稳定发展提出自己的意见和建议,表达政治态度,行使政治权利,提高政府决策能力的行为。第三章研究了当代大学生有序政治参与的现状。认为当代大学生有序政治参与在积极方面呈现出政治参与态度总体积极、政治诉求较为合理和政治认同感普遍较高的现状,但在参与动机、参与的有序化、参与的素质水平、参与的主动性及引导教育工作等方面还存在一些问题有待加强。针对制约当代大学生有序政治参与的因素,本文认为主要是由包括经济、政治、历史文化和大学生思想政治教育的现状在内的客观外在因素,和大学生自身的政治素质等主观内在因素共同造成的。第四章对当代大学生有序政治参与的传统途径和新兴的网络途径进行了具体阐述;分析了大学生有序政治参与包括民主选举、民主决策、民主管理和民主监督等方面的具体内容;本文对当代大学生有序政治参与发展趋势进行了展望,认为大学生有序政治参与将向常态化、制度化发展,参与的途径将扩大,网络政治参与将带来新的机遇和挑战。第五章提出应加强对大学生的思想政治教育,对大学生有序政治参与进行思想引导;通过拓宽大学生政治参与渠道,建立政府互动回应机制并完善相关法律规范,对大学生有序政治参与给予制度保障;建立网络评价体系和网络监督体系,对大学生有序政治参与进行行为规范。论文最后一章为结论,国家和高校都要对大学生的有序政治参与进行正确的教育引导,保障大学生有序政治参与得以顺利进行。这样才能从根本上实现大学生有序政治参与,促进社会和谐稳定与发展。
[Abstract]:The "decision of the CPC Central Committee on several important issues of comprehensively deepening Reform" adopted by the third Plenary session of the 18th CPC Central Committee pointed out that it is necessary to "expand citizens' orderly political participation in all fields at all levels and give full play to the superiority of our socialist political system." For college students, orderly political participation is conducive to realizing their own political demands, safeguarding their own political rights and enhancing their ability to participate in politics. For the country, college students are an important social group related to the rise and fall of the country. Guiding college students to participate in orderly politics is conducive to the advancement of socialist democratic political process and the maintenance of harmony and stability of national political life. This thesis is divided into six chapters to study the orderly political participation of contemporary college students: the first chapter is the introduction, through combing the domestic and foreign research situation, think that there are many related theories about orderly political participation at home and abroad. However, the research on the orderly political participation of college students' group characteristics is insufficient in quantity and content compared with the role they should play in the political life of the country. The second chapter defines and evaluates the related concepts and theories of the orderly political participation of college students, and holds that the orderly political participation of college students means that the university students are the subject, through the legal, moderate and orderly way. In order to ensure the stable development of national politics, put forward their own opinions and suggestions, express political attitude, exercise political rights, and improve the ability of government to make decisions. The third chapter studies the current situation of university students' orderly political participation. The author thinks that the contemporary college students' orderly political participation shows the overall positive attitude of political participation, reasonable political appeal and high political identity, but in the participation motivation, the orderly participation, and the quality level of participation. There are still some problems in participating initiative and guiding education. In view of the factors restricting the orderly political participation of contemporary college students, this paper holds that it is mainly caused by objective external factors, including economy, politics, history and culture, and the present situation of ideological and political education of college students. And their own political quality and other subjective internal factors caused by the joint. The fourth chapter elaborates the traditional and emerging network approaches of the orderly political participation of contemporary college students, analyzes the orderly political participation of college students, including democratic elections, democratic decision-making, This paper looks forward to the development trend of orderly political participation of contemporary college students, and holds that the orderly political participation of college students will be normalized, institutionalized, and the way of participation will be expanded. Network political participation will bring new opportunities and challenges. The fifth chapter proposes that we should strengthen the ideological and political education of college students and guide them to participate in orderly politics; by widening the channels of college students' political participation, we should establish an interactive government response mechanism and improve the relevant legal norms. To guarantee the orderly political participation of college students, to establish the network evaluation system and the network supervision system, and to regulate the behavior of the orderly political participation of college students. The last chapter is the conclusion that the government and universities should guide the orderly political participation of college students correctly to ensure that the orderly political participation of college students can be carried out smoothly. Only in this way can college students participate in politics orderly and promote social harmony, stability and development.
