尺度政治视角下中菲黄岩岛争端

【摘要】：南海主权争端搅乱东亚地缘政治格局,黄岩岛主权争端关乎中国的主权、安全和发展利益。基于尺度政治理论对中菲黄岩岛争端进行梳理,探讨不同国家对尺度的利用、争夺、变换的过程。结果表明:(1)南海新的地缘政治尺度格局具有立体化的尺度结构,并在域外大国和地区国家的争夺中动态重组。(2)克服路径依赖的低效性、敏锐的尺度洞察力与强势的尺度界定权是国际政治实体实现尺度转换的重要策略。(3)"表达尺度"和"舆论"成为塑造权力格局、决定尺度博弈成败的重要因素,尺度争夺中地缘政治主体对舆论工具的掌控能力直接影响到地缘政治格局的重组。(4)个体成为国际政治重要的参与者,尺度政治空间的微观化、碎片化使得尺度的生产与建构更加复杂。
[Abstract]:The sovereignty dispute in the South China Sea disturbs the geopolitical structure of East Asia, while the sovereignty dispute over Huangyan Island concerns China's sovereignty, security and development interests. Based on the theory of scale politics, the dispute between China and Philippines Huangyan Island is combed, and the process of different countries' utilization, competition and transformation of scale is discussed. The results show that the new geopolitical scale pattern in the South China Sea has a three-dimensional scale structure and is dynamically reorganized in the scramble of foreign powers and regional countries to overcome the inefficiency of path dependence. The sharp insight of the scale and the powerful right of defining the scale are the important strategies for the international political entity to realize the scale conversion. The "expressing scale" and "public opinion" become the important factors that shape the power pattern and decide the success or failure of the scale game. The ability of the geopolitical subject to control the tool of public opinion directly affects the reorganization of the geopolitical pattern. The individual becomes an important participant in the international politics, and the microcosm of the scale political space. Fragmentation makes the production and construction of scale more complicated.
