【摘要】：十八大以来,习近平总书记从世情、国情、党情出发提出了“四个全面”战略布局。“四个全面”战略布局自提出以来,就受到各个领域的全面关注。对“四个全面”战略布局的研究正如火如荼的进行着。“四个全面”战略布局是一个综合开放、不断发展的理论逻辑大系统。从系统逻辑的角度深入解读“四个全面”战略布局,剖析它的系统逻辑要素属性、解读它的系统分逻辑、了解它的系统功能逻辑、挖掘它的系统逻辑特征,才能在此基础上协同系统间的关系,保持系统间平衡、稳定、和谐。使理论系统在整体结构和功能上得到最优化。整个系统逻辑由战略目标、战略实施手段、方法和战略结果三大要素构成。是一个四维一体结构的战略性理论大系统。全面建成小康社会是目标分系统,发挥导向功能;全面深化改革是动力分系统,发挥驱动功能;全面依法治国是保障分系统,发挥支撑保障功能;全面从严治党是领导分系统,发挥调控功能。四个分系统相互联系、相互作用共同构成了一个有机整体。这个四维一体的有机结构,共同构成了新时期我国治国理政的重要战略布局。“四个全面”战略布局是一个复杂的逻辑理论系统。作为理论系统,从逻辑结构意义上来说,它是一个整体性、关联性、层次性的系统。从战略逻辑意义上来说过,它是一个目的性、动态性、开放性的系统。系统的这些多元性特征成就了系统的独一无二。挖掘系统的特征是为了更好的了解系统的基础上采用科学的观念和方法来实现系统的优化。系统逻辑性的思维告诉我们,当我们把“四个全面”战略布局当做一个系统逻辑来研究和处理时,不能仅只停留在对系统要素、结构和功能的分析,要深入研究系统、要素、环境三者的相互关系和变动的规律性,并优化系统。还要利用这些特点和规律去控制、管理、改造或优化系统。使系统的存在与发展达到目的性发展,做到合乎人们的要求。总的来说,研究一个系统的逻辑主要是调整系统结构,协调各要素关系,使系统达到优化发展。面对“四个全面”战略布局系统的优化我们要注重整体优化原则:采用多级优化和分层优化相结合;注重科学调控原则:做到信息化、有序性、预测性的全方位调控。
[Abstract]:Since the 18th National Congress, General Secretary Xi Jinping has put forward the "four-round" strategic layout from the view of the world, national conditions and party feelings. Since the "four-round" strategic layout was put forward, it has been paid attention to in all fields. The study of the four-round strategic layout is in full swing. The "four-round" strategic layout is a comprehensive and open, continuous development of the theoretical and logical system. From the point of view of system logic, it deeply interprets the "four comprehensive" strategic layout, analyzes its attributes of system logic elements, interprets its system divided logic, understands its system functional logic, and excavates its system logic characteristics. Only on this basis can we coordinate the relationship between the systems and maintain the balance, stability and harmony between the systems. The whole structure and function of the theoretical system are optimized. The whole system logic consists of three elements: strategic objective, strategic implementation means, method and strategic result. Is a four-dimensional integrated structure of the strategic theory of the large system. Building a well-to-do society in an all-round way is the objective subsystem and exerting the guiding function; comprehensively deepening the reform is the power subsystem and exerting the driving function; governing the country according to law comprehensively is the guarantee subsystem, giving play to the supporting and ensuring function; and the comprehensive and strict administration of the party is the leadership subsystem. Play a regulatory function. The four subsystems are interconnected and interacted together to form an organic whole. This four-dimensional organic structure together constitutes the important strategic layout of our country's governance in the new period. The four-round strategic layout is a complicated logic theory system. As a theoretical system, in the sense of logical structure, it is a whole, relevant and hierarchical system. In the sense of strategic logic, it is a purposeful, dynamic and open system. These pluralistic features of the system make the system unique. The feature of mining system is to better understand the system on the basis of scientific concepts and methods to achieve system optimization. The logical thinking of the system tells us that when we study and deal with the "four comprehensive" strategic layout as a system logic, we should not just focus on the analysis of the system elements, structure and function, but also study the system and the elements in depth. The interrelation of environment three and the regularity of change, and optimize the system. Also use these characteristics and laws to control, manage, transform or optimize the system. So that the existence and development of the system to achieve the purpose of development, so as to meet the requirements of the people. In general, the logic of a system is to adjust the structure of the system and coordinate the relationship between the elements so as to optimize the development of the system. In the face of the optimization of the "four comprehensive" strategic layout systems, we should pay attention to the principle of overall optimization: adopting the combination of multi-level optimization and hierarchical optimization; paying attention to the principle of scientific regulation and control: to achieve the comprehensive regulation and control of information, order and predictability.
