大连市养老机构发展扶持政策研究

【摘要】：随着人口老龄化的日益加剧,在大连老年人口的比例和数量在未来的一个阶段将会有大幅度的增加,从而使得老年市场变成一个极具潜能和魅力的市场。这种现象和趋势下为老年市场带来了各种各样的商机,为大连的养老产业发展提供了条件,但我们怎样在这种有利环境下把握商机,大连政府应该做何举措和政策来带动大连老年市场的发展,满足老年人的需求,这是我们应该解决的问题。本文以产业经济学理论、社会嵌入理论、代际伦理关系理论、持续照顾理论等相关理论为研究基础,通过分析大连养老机构的发展现状,剖析影响养老机构发展的问题和原因,并借鉴国内外养老机构的发展经验,进而提出大连养老机构发展的战略规划,确定了发展的目标和原则:并从政府方面入手,出台关于大连养老机构发展的政策,让政府起到带头作用,从而使养老市场可以充满活力、持续健康地发展。大连养老机构的发展处于国内领先水平,养老机构总类繁多,能基本满足大连老年人口的养老需求,但目前大连养老机构发展仍存在部分优惠政策难以落实、融资困难、发展缺乏规模效应、人才匮乏、养老机构发展网络不够健全等问题,其主要原因在于养老机构发展扶持政策仍不完善,存在着不少问题。本文综合分析了多个方面,包括大连的地理环境、人文特点、发展特色等,从政府的政策和扶持入手,促使大连养老市场可以既快又好的发展,借鉴国外先进的扶持养老机构发展经验、并结合国家房地产去库存政策等,以不断优化大连养老机构发展的扶持政策,使大连养老机构的发展走上特色化发展之路。
[Abstract]:With the growing aging of the population, the proportion and quantity of the elderly population in Dalian will be greatly increased in the future, thus making the elderly market a highly potential and attractive market. This phenomenon and trend bring various business opportunities for the elderly market, and provide for the development of Dalian's pension industry. For the conditions, but how can we grasp the business opportunities in this favorable environment, what measures and policies should be done by the government of Dalian to drive the development of the elderly market in Dalian and meet the needs of the elderly? This is a problem we should solve. This article is based on the theory of industrial economics, social embeddedness theory, intergenerational ethics relations theory, continuous care theory and so on. Through the analysis of the development status of Dalian pension institutions and the analysis of the problems and causes affecting the development of the pension institutions, and drawing on the experience of the development of the old-age institutions at home and abroad, the strategic planning of the development of the pension institutions in Dalian has been put forward, and the goals and principles of the development are determined. From the government aspect, the development of Dalian is introduced. The policy of the development of the old institutions has led the government to take the lead in making the pension market full of vitality and sustained and healthy development. The development of the pension institutions in Dalian is in the leading level in China, and there are a wide range of old-age institutions, which can basically meet the needs of the elderly in Dalian, but there are still some preferential policies in the development of the pension institutions in Dalian. It is difficult to implement the policy, the financing difficulties, the lack of scale effect, the lack of talent, the inadequate development network of the old-age institutions, and so on. The main reason is that the supporting policies for the development of the pension institutions are still imperfect and there are many problems. This paper analyzes a number of aspects, including the geographical environment, the humanistic characteristics and the development characteristics of Dalian, from the government. With the policy and support, the Dalian pension market can be developed quickly and well, drawing on the advanced experience of supporting the development of the old-age pension institutions in foreign countries and combining the national real estate inventory policy to optimize the support policy of the development of Dalian pension institutions and make the development of the Dalian endowment structure on the road of characteristic development.
