欧洲议会党团对欧盟决策的影响分析

【摘要】：欧洲议会党团是欧盟多层治理中的重要行为体,对欧盟决策产生着越来越重要的影响。从理论意义上,欧洲议会党团不以相同的国籍而以相近的意识形态为组建基础,正式组建的党团围绕自己的政治倾向展开议会活动,欧洲议会党团通过欧洲选民直接选举产生,这种超越国界的代议制的引入增加了欧盟决策的民主合法性。在实际运作中,欧洲议会党团对欧盟决策的影响分为两个层面:单个欧洲议会党团的活动对欧盟的政策议程、政策提案内容及政策结果的影响和党团内部斗争对欧盟决策大方向的影响。文章首先分析了欧盟多层治理下的决策特点,介绍了欧盟主要的决策机构和决策程序。在欧盟的决策机构中,文章详细分析了欧洲议会与欧盟委员会、欧盟理事会共同构成影响欧盟决策的三大核心机构的权力分立和协作。在欧盟的决策程序中,文章详细分析了最普遍使用的共同决策程序(《里斯本条约》以后更名为普通立法程序)的决策过程。文章总结了单个欧洲议会党团影响欧盟决策的主要途径,包括在政策形成阶段,欧洲议会党团通过游说、倡议、向欧盟委员会提出申请等方式影响欧盟委员会的政策议程决策,在提案草拟阶段和提案审核阶段影响欧盟委员会及欧盟理事会的提案意见以及在投票表决阶段可以通过欧洲议会直接行使提案否决权。除了单个欧洲议会党团的影响,欧盟的政策决策往往是欧洲议会党团之间的互动的结果。欧洲议会中的党团以"左-右"为政治分野进行活动。欧洲议会党团之间基于意识形态的异同或相互竞争或组成联盟。党团之间相互竞争的结果往往是使得欧盟决策整体向中间靠拢。党团之间组成联盟的结果往往能确保一份提案得以通过或被否决。文章以欧盟"关于建立欧洲就业服务网络"和"关于中国经济市场地位"的决策过程为例,评估了欧洲党团分别在欧盟对内事务和对外事务中的影响力。文章试图围绕欧洲议会党团的活动更加微观的分析欧盟的决策机制,以丰富对欧盟多层治理尤其是超国家治理的认识,加深对欧洲议会党团这一跨国民主实践的理解,为我国与欧洲议会党团开展党际交流,以及与欧盟深入交往提供参考。
[Abstract]:The European Parliament caucus is an important actor in the multi-level governance of the European Union, which has a more and more important influence on EU decision-making. Theoretically, the European Parliament caucuses are not based on the same nationality but on the basis of similar ideologies. The formally formed party caucuses carry out parliamentary activities around their own political tendencies, and the European Parliament caucuses are directly elected by European voters. The introduction of a representative system that transcends national boundaries increases the democratic legitimacy of EU decision-making. In practice, the influence of the European Parliament caucus on EU decision-making is divided into two levels: the policy agenda of the European Union as a result of the activities of a single European Parliament caucus. The content of policy proposal and the influence of policy outcome and the influence of inner struggle of the party and caucus on the general direction of EU decision-making. This paper first analyzes the characteristics of decision-making under multi-level governance of the European Union and introduces the main decision-making institutions and procedures of the European Union. In the decision-making organs of the European Union, the paper analyzes in detail the separation of powers and cooperation among the three core institutions, the European Parliament, the European Commission and the Council of the European Union, which together form the three core institutions that affect the decision-making of the European Union. In the EU decision-making process, this paper analyzes in detail the decision process of the most commonly used common decision-making procedure (the Lisbon Treaty was later renamed as the ordinary legislative procedure). This paper summarizes the main ways in which a single European Parliament caucus influences EU decision-making, including in the policy formation stage, the European Parliament caucuses influence the policy agenda decisions of the European Commission by lobbying, proposing and applying to the European Commission. The veto power may be exercised directly through the European Parliament during the drafting and vetting stages of proposals affecting the proposals of the European Commission and the European Council, as well as at the voting stage. Apart from the influence of individual European Parliament caucuses, EU policy decisions are often the result of interaction between the European Parliament caucuses. The European Parliament's caucuses operate on the left-right side of the political divide. Ideological differences or rivalries or coalitions among the European Parliament caucuses. The result of competing caucuses is often to bring the EU decision-making as a whole to the centre. The formation of coalitions between caucuses often ensures that a proposal is passed or rejected. Taking the decision-making process of "establishing European Employment Service Network" and "China's Economic Market position" as examples, this paper evaluates the influence of European Party and Youth League on EU's internal and external affairs, respectively. The article attempts to analyze the decision-making mechanism of the European Union more microscopically around the activities of the European Parliament caucus, in order to enrich the understanding of the multi-level governance of the European Union, especially supranational governance, and to deepen the understanding of this transnational democratic practice of the European Parliament caucus. It provides a reference for China to conduct inter-party exchanges with the European Parliament caucuses and to conduct in-depth exchanges with the European Union.
