地缘政治视角下的日本与东盟的安全合作探析

【摘要】：地缘政治思想是一个国家基于其地理条件,对国家空间需要的一种思考,它服务于国家安全政策,国家安全很大程度上受地缘环境的影响。日本独特的岛国环境使其在制定安全政策的时候,非常重视地缘政治思想的指导作用。冷战期间日本和东盟间的地缘经济合作,为后冷战时代双方的地缘安全合作奠定了物质基础。近些年,随着亚太地区地缘格局的变化,日本正通过各种手段加强和东盟国家的安全合作,来应对中国的崛起。东盟和日本作为亚太地区的两个重要成员,二者间关系的发展与演变将影响亚太地区未来的安全与稳定。新世纪以来,日本为成为“正常国家”,在安全上减少对美国依赖的同时对迅速崛起的中国进行制衡,积极加强与东盟的安全合作,东盟则借助日本安全援助,提高自身实力,应对大国竞争带来的挑战。21世纪以来,双方安全合作不断推进,在传统和非传统安全方面都展开了深入的合作,并且随着中美在亚太地区关系的调整,日本借机加强与东盟在军事安全领的合作,并逐步通过与东盟的军事合作来为强化自身军事力量提供合理解释。日本与东盟安全合作的强化对中国及东亚安全环境产生极为负面的影响,尤其对中国的影响非常大。中国作为一个负责任的大国,在积极参与区域多边合作,维持地区安全秩序为自身的和平发展谋求有利的国际环境的同时,采取各种措施应对日本与东盟安全合作带来的负面影响,而日本与东盟安全合作的制约因素,正是中国应对其负面影响的突破口。面对亚太地区地缘政治格局的不确定性变化,中国在加强自身实力的同时,谨慎应对周边各种地缘上的挑战,取得周边国家信任,通过“一带一路”倡议引领周边国家共同发展,以实现地区交往的良好互动和稳步发展。
[Abstract]:The thought of geopolitics is a kind of thinking on the need of national space based on its geographical conditions. It serves the national security policy, and the national security is greatly influenced by the geopolitical environment. Japan's unique island environment makes it very important to the guiding role of geopolitical ideas in making security policy. The geo-economic cooperation between Japan and ASEAN during the Cold War laid a material foundation for the geo-security cooperation between Japan and ASEAN in the post-Cold War era. In recent years, with the change of the geographical structure of the Asia-Pacific region, Japan is strengthening the security cooperation with ASEAN countries through various means to cope with the rise of China. As two important members of the Asia-Pacific region, the development and evolution of the relationship between ASEAN and Japan will affect the future security and stability of the Asia-Pacific region. Since the beginning of the new century, in order to become a "normal country," Japan has reduced its reliance on the United States in security and carried out checks and balances on the rapidly rising China, and has actively strengthened security cooperation with ASEAN. ASEAN, on the other hand, has made use of Japan's security assistance to enhance its own strength. Since the beginning of the 21st century, security cooperation between the two sides has been continuously promoted, both in traditional and non-traditional security, and with the readjustment of Sino-US relations in the Asia-Pacific region, Japan takes the opportunity to strengthen its cooperation with ASEAN in military security and gradually provides a reasonable explanation for strengthening its military strength through military cooperation with ASEAN. The strengthening of security cooperation between Japan and ASEAN has a very negative impact on the security environment of China and East Asia, especially on China. China, as a responsible big country, while actively participating in regional multilateral cooperation and maintaining regional security order, seeks a favourable international environment for its own peaceful development. All kinds of measures should be taken to deal with the negative effects of the security cooperation between Japan and ASEAN, and the restrictive factors of the security cooperation between Japan and ASEAN are the breakthrough points for China to deal with the negative effects. In the face of the uncertain changes in the geopolitical structure of the Asia-Pacific region, while strengthening its own strength, China is cautiously responding to various geopolitical challenges around it and gaining the trust of its neighboring countries. To guide the development of neighboring countries through Belt and Road's initiative to achieve good interaction and steady development of regional exchanges.
