美国政治中的民粹主义传统及其功能

【摘要】：民粹主义是现代社会的固有政治现象,具有独特的政治信念、政治风格、话语、思维与策略。美国政治始终具有显著的民粹主义特征。过去几十年里美国政治的日益民粹化助长了当今的民粹主义浪潮。民粹主义不仅是美国政治的悠久传统和固有特征,对于美国的政治发展也是不可或缺的。它是被忽略的群体表达意愿的一种形式,也是推动美国政治改革的重要力量。但当代民粹主义往往造成政治的不稳定或政府的威权化,毁损社会的多元性和包容性。由于民粹主义是在民主精神和程序之下对代议制的回应和挑战,当今美国两党的建制派很难应对。一般的化解方法是在政策上吸纳民粹主义运动诉求的合理成分,而根本的解决之道则是良好的国内治理,消除产生它的根源。
[Abstract]:Populism is an inherent political phenomenon in modern society, with unique political belief, political style, discourse, thinking and strategy. American politics has always been marked by populism. The growing populism of American politics over the past few decades has fuelled the current wave of populism. Populism is not only a long tradition and characteristic of American politics, but also indispensable to American political development. It is a form of neglected community expression and an important force for political reform in the United States. But contemporary populism often results in political instability or government authoritarianism, destroying social pluralism and inclusiveness. Because populism is a response and challenge to representative system in democratic spirit and procedure, it is difficult for the two-party establishment in the United States to deal with it today. The general solution is to absorb the reasonable elements of populist movement in the policy, and the fundamental solution is good domestic governance to eliminate its root causes.
