耦合与脱耦的平衡:社会组织进社区的实践策略

【摘要】：社会组织在处理与社区居委会的关系方面处于动态平衡的过程中,交替使用耦合与脱耦的策略。基于西部YD社区的实地调查发现,社会组织进入社区虽然从法规和政策上有政府的支持而获得了规制合法性,但在社区居民那里仍然面临认知合法性的缺失,于是社会组织在与居委会的关系处理中采用"耦合"策略,从而获得合法性支持。而在社会组织提供专业服务时,其自身拥有较充分的专业能力和人才队伍,这时处理与不专业的社区居委会的关系时,便采取"脱耦"策略。"耦合"和"脱耦"策略处于动态平衡中,因此也呈现了社会组织与居委会的动态平衡关系。
[Abstract]:In the process of dynamic balance between social organization and community neighborhood committee, the strategy of coupling and decoupling is used alternately. Based on the field investigation of YD community in the west of China, it is found that although social organizations have obtained the legitimacy of regulation in terms of laws and policies, they still face the lack of cognitive legitimacy in the community. Therefore, the social organization adopts the "coupling" strategy in dealing with the relationship with the neighborhood committee, thus obtaining the legitimacy support. When social organizations provide professional services, they have more sufficient professional ability and talent team. When dealing with the relationship with unprofessional community neighborhood committees, they adopt the "decoupling" strategy. " The strategy of coupling and decoupling is in dynamic equilibrium, so it also presents the dynamic equilibrium relationship between social organization and neighborhood committee.
