海口市美兰区社区网格化管理研究

【摘要】：我国城市化发展进程逐步加快,城市管理和城市面貌都发生了显著变化,然而城市社区管理并没有跟上时代的步伐,社区管理工作中还存在着很多问题及薄弱环节,传统的管理模式已不能适应现代城市的管理要求,在这种背景下,社区网格化管理应运而生。本文采用文献研究法、案例分析法、比较研究法等研究方法,以海口市美兰区为例,就社区网格化管理实践进行研究分析。首先,对网格、社区管理、社区网格化管理等相关概念进行了界定,对无缝隙政府、服务型政府、精细化管理等论文涉及的理论基础进行了相关分析。其次,采用实地调研和座谈访谈相结合的方式,从资源投入、运作体系、特色服务、工作机制、镇墟网格化五个方面,对当前海口市美兰区社区网格化管理现状进行分析,并对社区网格化管理中存在的问题进行了归纳,即存在网格划分不够科学合理、网格员工作阻力较大、门边服务不能满足群众需求、网格员队伍管理考核不规范、网格信息采集不完善及推进镇墟网格化管理等六个方面的问题。从对社区网格化管理认识不够;政府、社会组织和市场三者界限不清;相关法律法规缺失;社区网格化主体自身素质不高;信息平台不完善五个方面进一步分析了产生社区网格化管理问题的深层原因。最后,结合对国内其他地区社区网格化管理的先进经验的分析,提出了加强海口市美兰区社区网格化管理的六个对策,即完善社区网格化管理工作体系;健立信息平台促进管理精细化;加强社区网格员队伍建设和管理;增强社区居民的民主自治意识;创新工作机制完善社区服务;逐步推进镇墟网格化,进而加强和完善海口市美兰区社区网格化建设。
[Abstract]:The process of urbanization in our country has been accelerated gradually, and the urban management and urban appearance have changed significantly. However, the urban community management has not kept up with the pace of the times, and there are still many problems and weak links in the work of community management. The traditional management mode can not meet the management requirements of modern cities. Under this background, community grid management emerges as the times require. This paper adopts the methods of literature research, case analysis, comparative research and so on. Taking Meilan District of Haikou City as an example, this paper makes a research and analysis on the practice of community grid management. Firstly, the concepts of grid, community management and community grid management are defined, and the theoretical basis of seamless government, service-oriented government and fine management are analyzed. Secondly, the paper analyzes the present situation of community gridding management in Meilan District of Haikou City from five aspects: resource input, operation system, characteristic service, working mechanism and gridding of town market. The problems in community grid management are summarized, that is, the grid division is not scientific and reasonable, the grid staff work resistance is large, the door service can not meet the needs of the masses, the grid team management assessment is not standard. The problems of incomplete grid information collection and promoting the grid management of town market are discussed. From lack of understanding of community grid management, the boundaries of government, social organization and market are not clear, relevant laws and regulations are missing, the quality of community grid main body is not high; This paper further analyzes the deep causes of the problem of community grid management in the five aspects of imperfect information platform. Finally, based on the analysis of the advanced experience in other areas of China, the author puts forward six countermeasures to strengthen the grid management in Meilan District, Haikou City, that is, to perfect the work system of community grid management. Jianli information platform promotes fine management; strengthens the construction and management of community grid workers; strengthens the sense of democratic autonomy of community residents; innovates working mechanism and consummates community service; promotes the grid of town fair step by step; Then strengthen and perfect Haikou City Meilan District community grid construction.
