日本对缅甸的“价值观外交”及其与民盟政府关系初探

【摘要】：自安倍晋三再次担任首相以来,日本将缅甸纳入其"价值观外交"体系,迅速恢复对缅关系,全力支持缅甸2015大选和民族和解进程。在对缅甸推行"价值观外交"的过程中,安倍政府坚持建设性干预、重视对话、全方位合作、顾及美国和渐进主义等五项原则。在民盟政府上台之后,安倍政府试图以三大支柱为中心加强对缅援助,帮助缅甸制定产业发展规划,建设经济特区,推动日本企业扩大对缅投资,以夯实民盟政府的执政基础,同时也与巩发党、军方和少数民族地方武装等势力展开全方位合作,以密切两国的全方位合作关系,以便最终将缅甸纳入其"自由与繁荣之弧"。
[Abstract]:Since Shinzo Abe became prime minister again, Japan has incorporated Myanmar into its "values diplomacy" system, rapidly restoring relations with Myanmar and fully supporting the country's 2015 election and national reconciliation process. In the process of carrying out "value diplomacy" to Myanmar, Abe's government insists on constructive intervention, attaches importance to dialogue, cooperates in all directions, and takes into account the five principles of the United States and gradualism. After the NLD government came to power, Abe's government tried to strengthen aid to Myanmar with the three pillars as the center, help Myanmar formulate industrial development plans, build special economic zones, and promote Japanese enterprises to expand investment in Myanmar, so as to consolidate the ruling foundation of the NLD government. At the same time, it has also launched all-round cooperation with the songd party, the military and the local armed forces of ethnic minorities in order to close the all-round cooperative relations between the two countries so as to eventually bring Myanmar into its "arc of freedom and prosperity."
