民主党派在当代中国协商民主建设中的作用研究

【摘要】：我国政党制度在本质上是一种协商民主制度,它源于我国20世纪30年代,在新中国成立前后初步形成,并在社会主义建设新时期得到不断的完善和发展。民主党派作为协商民主制度重要的协商主体,在我国协商民主建设的过程中起着极为重要的作用。本文分为四个部分。绪论主要从目的、意义两个方面及协商民主在国内和国外的研究现状作了概述。其中,国内现状主要从民主党派在协商民主中的地位与作用和中国特色协商民主理论与政党制度关系这两个方面来探究,国外学者的研究大多是关于该理论在西方产生的实践、背景,国外学者对协商民主的不同观点等。该部分还包括论文的研究方法和创新点。正文第一部分对民主党派在我国的演进历程和我国协商民主制度的演进历程进行梳理,并分析了民主党派能够发挥协商作用的社会基础。协商民主的演进历程主要从孕育和建立、挫折和徘徊、恢复和完善三个方面来梳理;民主党派发挥作用的社会基础主要从我国传统文化、共产党和民主党派关系的演进和信息技术的革新三方面来论证。正文第二部分从参政议政和民主监督两个方面详细阐述了民主党派是如何在我国协商民主实践中发挥作用的。民主党派的参政议政表现在立法决策、公共决策和国家行政机关工作三个方面;民主监督表现在支持党和政府工作正常运行、促进中国共产党党风建设和加强各民主党派自身建设三个方面。正文第三部分,从完善中国特色社会主义协商民主的制度体系、夯实民主党派参与协商民主的思想基础和正确地处理好协商主体之间的关系三方面来拓宽民主党派参与协商民主的渠道。完善我国协商民主的制度体系包括完善协商民主的程序制度和健全协商民主的监督机制;夯实民主党派参与协商民主的思想基础包括培育民主党派对协商民主的价值认同和提升民主党派参与协商民主的理论素养;正确处理好协商主体之间的关系包括坚持中国共产党对我国协商民主的领导、正确认识民主党派在协商民主中的多重角色和处理民主党派与其他协商主体的关系。
[Abstract]:The political party system of our country is a kind of consultative democracy system in essence, it originates from our country in the 1930s, it was formed before and after the founding of New China, and has been continuously perfected and developed in the new period of socialist construction. As an important subject of consultation democracy, democratic parties play an extremely important role in the process of our country's negotiation democracy construction. This paper is divided into four parts. The introduction summarizes the purpose and significance of the research on deliberative democracy at home and abroad. Among them, the domestic present situation is mainly explored from the two aspects of the position and role of democratic parties in deliberative democracy and the relationship between the theory of consultative democracy with Chinese characteristics and the political party system. The researches of foreign scholars are mostly about the practice of the theory in the West. Background, foreign scholars on the different views of deliberative democracy and so on. This part also includes the research method and innovation of the thesis. The first part combs the evolution of democratic parties in our country and the evolution of our country's consultative democracy system, and analyzes the social basis of democratic parties to play a consultative role. The evolution of deliberative democracy is mainly combed from three aspects: gestation and establishment, frustration and wandering, restoration and perfection, and the social basis for democratic parties to play a role is mainly from the traditional culture of our country. The evolution of the relationship between the Communist Party and the democratic parties and the innovation of information technology. The second part expounds in detail how democratic parties play a role in the practice of consultation and democracy in our country from the two aspects of participation in politics and democratic supervision. The participation of democratic parties in government affairs is manifested in three aspects: legislative decision-making, public decision-making and the work of state administrative organs; and democratic supervision is manifested in supporting the normal operation of party and government work. Promote the construction of the Party style of the CPC and strengthen the construction of the democratic parties themselves. The third part of the text, from perfecting the system of socialist consultation and democracy with Chinese characteristics, In order to widen the channels for democratic parties to participate in deliberative democracy, it is necessary to consolidate the ideological basis of democratic parties' participation in consultative democracy and correctly handle the relationship between the subject of consultation. Perfecting the system of consultation democracy in our country includes perfecting the procedural system of consultation democracy and perfecting the supervision mechanism of consultation democracy; To consolidate the ideological basis of democratic parties' participation in consultative democracy includes cultivating the democratic parties' value identity to consultative democracy and promoting the theoretical literacy of democratic parties' participation in consultative democracy; The correct handling of the relationship between the subject of consultation includes upholding the leadership of the Communist Party of China over our country's consultative democracy, correctly understanding the multiple roles of the democratic parties in the deliberative democracy and handling the relationship between the democratic parties and the other subject of consultation.
