【摘要】：中共十八届三中全会指出,协商民主是社会主义民主的重要形式。对于涉及到群众切身利益的实际问题,要在全社会开展广泛协商,坚持协商于决策之前和决策之中。基层协商民主在经过学界多年的理论诠释和基层摸索实践之后,顺理成章地成为中国民主政治制度安排中的核心议题。通过对马克思主义经典作家的民主理论、马克思主义中国化的协商民主思想以及西方协商民主理论进行梳理,理清了中国特色基层协商民主发展的理论依据。同时,深刻认识到发展基层协商民主的现实契机,即:基层自治陷入困境,利益博弈常态化,自媒体时代良性互动缺失。在学界对基层协商民主的实践案例进行深入剖析和反思的基础上,对中国特色基层协商民主的内涵和实践探索进行概述。通过对协商民主进行学理剖析、概念界定和基本特征的描述,初步阐释了协商民主的内涵。在社会公共利益大幅增加,而社会利益表达机制不平衡的现实背景下,基于协商民主在基层空间的实践探索状况,分析得出基层协商民主发展中所存在的问题,协商机制不健全、协商主体问题突出、协商技术不成熟。在此基础上,提出基层协商民主的发展对策,要提高基层协商民主发展的制度化水平、加快协商主体的培育、拓展协商的治理技术空间。
[Abstract]:The third Plenary session of the 18th CPC Central Committee pointed out that deliberative democracy is an important form of socialist democracy. For practical problems involving the vital interests of the masses, extensive consultations should be carried out in the whole society, and consultation should be carried out before and during decision-making. After many years of theoretical interpretation and practice, grass-roots consultative democracy has naturally become the core issue in the arrangement of China's democratic political system. By combing the democratic theory of the classical Marxist writers, the democratic thinking of Marxism in China and the western theory of consultative democracy, the theoretical basis for the development of consultative democracy at the grass-roots level with Chinese characteristics is clarified. At the same time, we deeply realize the realistic opportunity of developing grass-roots consultative democracy, that is, the grass-roots autonomy is in a dilemma, the interest game is regularized, and the benign interaction is missing since the media age. On the basis of deep analysis and reflection on the practical cases of grass-roots consultative democracy in academic circles, the connotation and practical exploration of grass-roots consultative democracy with Chinese characteristics are summarized. Through the theoretical analysis, the definition of concept and the description of basic characteristics, the connotation of deliberative democracy is preliminarily explained. Under the realistic background of the increase of social public interest and the imbalance of social interest expression mechanism, based on the practice and exploration of consultative democracy in grass-roots space, this paper analyzes the problems existing in the development of grass-roots consultative democracy. The consultation mechanism is not perfect, the negotiation main body question is prominent, the negotiation technology is not mature. On this basis, the author puts forward the development countermeasures of consultative democracy at the grass-roots level. It is necessary to improve the institutionalization level of the development of consultative democracy at the grass-roots level, speed up the cultivation of the subject of consultation, and expand the management technical space of the consultation.
