安倍解决“北方领土”问题的“新方法”及其战略考量

【摘要】：安倍解决"北方领土"问题的"新方法",是改变以前在领土问题上要求经济合作与领土问题挂钩的"扩大均衡"模式,同意优先发展对俄经济合作,通过改善日俄关系,促进领土问题的解决。其目的除希望打破日俄领土问题僵局外,更重要的是要与俄建立密切的经济、安全合作,试图在战略上削弱和制衡中国。"新方法"表明安倍为应对中国崛起后东亚战略均势变化在对俄外交政策上进行了重大调整,也是在"积极和平主义"方针下企图主导地区安全形势的重要步骤。
[Abstract]:Abe's "new method" of resolving the issue of "northern territories" is to change the "expanded equilibrium" model, which previously demanded that economic cooperation be linked to territorial issues, and agree to give priority to the development of economic cooperation with Russia, and to improve Japan-Russian relations by improving Japanese-Russian relations. Promoting the settlement of territorial issues In addition to hoping to break the deadlock on the Japanese-Russian territorial issue, its purpose is to establish close economic and security cooperation with Russia and try to strategically weaken and balance China. " The new method shows that Abe has made a major adjustment to Russia's foreign policy in response to the changes in the strategic balance of power in East Asia after China's rise, and is also an important step in trying to dominate the regional security situation under the "positive pacifism" policy.
