吉林市城市社区居家养老服务站建设研究

【摘要】：近年来,随着生育率的不断下降和人口平均寿命的逐渐延长,中国人口老龄化的发展速度不断加快,我国已经迈入人口老龄化国家的行列。在这种背景下,养老问题成为我国面临的一大挑战,仅仅依靠传统的家庭养老和机构养老已经无法满足养老需求,而社区居家养老可以有效地解决家庭养老和机构养老的不足,缓解养老压力。因此,我国政府近年来开始积极鼓励社区开展居家养老服务,一些地方纷纷以社区居家养老服务站为载体开展社区居家养老服务,吉林省也对此进行了积极的尝试。为了了解吉林省城市社区居家养老服务站的建设情况,本文以吉林市城市社区为例,对吉林市新义社区、龙东社区、荒山社区等十一个城市社区居家养老服务站的建设现状进行了调查与分析。通过调查发现,目前吉林市城市社区居家养老服务站建设尚未达到预期目标,还存在一些较为突出的问题,主要有服务资金短缺、服务站硬件设施不够齐全、缺少精神慰藉服务,服务人员数量不足等。针对吉林市城市社区居家养老服务站存在的上述问题,本文提出了以下具有针对性及操作意义的对策以完善社区居家养老服务站的建设：一是积极倡导居家养老服务理念,二是构建多元化的养老服务资金筹集渠道,三是加强硬件设施建设,四是拓展服务内容,扩大服务对象的覆盖面,五是加强居家养老服务队伍的建设,六是鼓励和吸引志愿者和民间组织参与到社区居家养老当中。
[Abstract]:In recent years, with the decline of fertility rate and the gradual extension of average life expectancy, the development of aging population in China has been accelerated, and China has entered the ranks of aging population countries. In this context, the pension problem has become a major challenge facing our country, only relying on the traditional family pension and institutional pension has been unable to meet the needs of the aged, and the community home pension can effectively solve the shortage of family pension and institutional pension. Ease the pressure on the aged. Therefore, in recent years, our government has started to actively encourage the community to carry out home pension services, and some places have carried out community home pension services with community home pension service station as the carrier, Jilin Province has also made an active attempt to this. In order to understand the construction of the residential retirement service station in the urban community of Jilin Province, this paper takes the urban community of Jilin City as an example, to the Xinyi Community, the Longdong Community of Jilin City, The present situation of the construction of the home retirement service station in 11 urban communities, such as barren mountain community, was investigated and analyzed. Through the investigation, it is found that at present, the construction of the community home pension service station in Jilin City has not reached the expected goal, and there are still some outstanding problems, mainly the shortage of service funds and the inadequacy of the hardware facilities of the service station. Lack of spiritual comfort services, inadequate number of service personnel, etc. In view of the above problems existing in the community home pension service station in Jilin City, this paper puts forward the following pertinent and operational countermeasures to perfect the construction of the community home pension service station: first, to actively advocate the concept of home pension service, The second is to build a diversified channel for raising funds for the aged, the third is to strengthen the construction of hardware facilities, the fourth is to expand the service content and expand the coverage of the service objects, and the fifth is to strengthen the construction of the home pension service team. Sixth, encourage and attract volunteers and civil society organizations to participate in the community home pension.
