移动互联网时代的在线协商治理——以社区微信群为例

【摘要】：移动互联网时代依托微信群在线协商社区公共事务的治理模式,作为一种崭新的基层治理理念和路径,正被南京市鼓楼区和栖霞区全方位地推广实践。在线协商因其席卷多元阶层、更易信息对称,且更能保持便捷的时时互动,不仅开启了基层微治理、微协商的旅程,也将为移动互联时代的社会治理带来组织变革、模式变革和公民变革,更有可能为中国社会的孕育和壮大创造契机。
[Abstract]:The era of mobile Internet relies on the governance mode of online consultation community public affairs of WeChat Group. As a new basic level governance concept and path, it is being popularized and practiced in all directions in Gulou District and Qixia District of Nanjing City. Because of its sweeping multilevel, more information symmetry, and more convenient interaction, online negotiation not only opens the journey of grass-roots micro-governance, micro-consultation, but also brings organizational change to social governance in the era of mobile interconnection. Mode change and citizen change are more likely to create opportunities for the gestation and expansion of Chinese society.
