【摘要】：随着沧州市老年人口数量的不断增加,老龄化程度日益加重,养老问题日益突出,传统的家庭养老作用不断弱化,建立以居家养老为基础、社区养老服务为依托、机构养老为补充的多元化养老体系,对沧州市应对老龄化挑战至关重要。本文在深入沧州城市社区调查研究的基础上,对沧州市城市社区居家养老问题进行了全面深入的分析。首先,分析了沧州市老年人的养老服务需求状况,主要从生活照料服务需求、健康医疗服务需求、情感和心理慰藉服务需求、精神文化需求和社区参与和志愿服务需求,以及老年人的年龄、文化程度、健康状况、收入情况等方面对老年人的养老需求状况作了深入分析。其次,分析了沧州市社区居家养老服务在生活照料、医疗保健、精神文化、休闲娱乐等方面的服务供给状况,以及社区居家养老发展过程中在养老服务设施、服务内容、服务水平、服务支援等方面存在的问题。在此基础上,从政府、社区、社会、个人四个方面,进一步分析服务供需矛盾的原因,包括政府支持力度不够、社区管理模式存在弊端、社会组织机构参与度不足、个人对社区居家养老服务认识不足等,这些因素对沧州市社区居家养老服务的发展造成了不同程度的影响。最后,在解决策略上,提出以原有社区为立足点,以社区成员互助参与为基础,利用社区内外的资源,形成合力来推进社区养老服务的进一步发展,齐抓共管,重塑政府工作格局,完善“3+X”居家养老服务体系建设,在市场、机构、服务队伍、信息化建设上提升社区居家养老服务水平,并做好居家养老服务发展的补充工作,形成长效的社区居家养老服务模式的对策建议。
[Abstract]:With the incessant increase of the number of the aged population in Cangzhou, the aging degree is getting more and more serious, the old-age problem is becoming more and more prominent, the traditional family old-age support function is weakening constantly, the foundation is based on the old-age care at home, and the community old-age service is relied on. The diversified pension system supplemented by institutional pension is very important for Cangzhou to deal with the challenge of aging. Based on the investigation and research of Cangzhou urban community, this paper makes a thorough analysis on the problem of the family pension in Cangzhou city. First of all, it analyzes the demand for old-age care services for the elderly in Cangzhou, mainly from the needs of life care services, health care services, emotional and psychological comfort services, spiritual and cultural needs, community participation and voluntary service needs. The age, education, health and income of the elderly are analyzed. Secondly, it analyzes the service supply situation of the community home pension service in Cangzhou city in the aspects of life care, medical care, spiritual culture, leisure and entertainment, as well as the service facilities and service contents in the process of community home pension development. Service level, service support and other problems. On this basis, from the four aspects of government, community, society and individual, the paper further analyzes the reasons of the contradiction between supply and demand of service, including insufficient government support, malpractice of community management model, insufficient participation of social organizations, The lack of personal understanding of the community home pension services, these factors have caused varying degrees of impact on the development of Cangzhou community home pension services. Finally, in the solution strategy, put forward to take the original community as the foothold, take the community members' mutual help participation as the foundation, utilize the resources inside and outside the community, form a joint effort to promote the further development of the community pension service, Reshaping the pattern of government work, perfecting the construction of "3X" home pension service system, improving the level of community home pension service in market, organization, service team and information construction, and doing a good job of supplementary work for the development of home pension service. The countermeasures and suggestions to form a long-term community home-based pension service model.
