德国创新体系对区域创新绩效的影响

【摘要】：创新体系在德国经济运行过程中起着非常重要的作用,德国政府对于创新政策和科技政策也越来越重视,近年来加强了从上到下的政策支持。本文采用德国联邦州创新活动的数据,着重分析德国创新体系要素对区域创新绩效的影响。研究发现,经济发展水平和人力资本对于创新产出有积极影响,同时,联邦政府的资金投入也发挥了十分重要的作用。自2006年以来德国政府开始对新兴产业和高科技产业进行系统性的支持,从研究结果来看,联邦政府的资金投入发挥了显著的积极作用。此外,地区的产业特征对于联邦州的创新绩效也有影响。不过,德国产业发展存在"能力陷阱",优势产业的创新能力越来越强,而新兴产业难以有效发展。德国创新体系也未减弱这种路径依赖的负面效应。
[Abstract]:The innovation system plays a very important role in the process of the German economic operation. The German government has paid more and more attention to the innovation policy and the scientific and technological policy. In recent years, it has strengthened the policy support from the top to the bottom. This paper adopts the data of the German federal state innovation activities to analyze the influence of the elements of German innovation system on the regional innovation performance. It is found that the level of economic development and human capital have a positive impact on the output of innovation. At the same time, the financial input of the federal government has also played a very important role. Since 2006, the German government has begun to systematically support the emerging and high-tech industries. From the results of the study, the federal government has played a significant role in funding. In addition, the industrial characteristics of the region also have an impact on the innovation performance of the federal state. However, the development of the German industry has a "ability trap", the innovation ability of the dominant industry is more and more strong, and the emerging industries are difficult to develop effectively.
