保定市社区养老服务中存在的问题及对策研究

【摘要】：我国人口老龄化已达到较为严重的程度,这是对经济稳定和社会稳定将是一个极大的挑战。我国进入老龄化社会以来,呈现出老年人口基数大、增速快、老龄化进程快等特点,再加上我国未富先老的国情和家庭小型化的结构叠加在一起,养老问题异常严峻。老龄化社会会造成家庭抚养负担加重,阻碍经济发展和冲击现有的社会保障制度等问题。随着经济的发展和家庭结构的变化,原有的以家庭为主的养老方式已经逐渐难以满足当今我国的实际情况和养老需求。基于此,社区养老服务开始兴起,相对于传统的养老方式,社区养老可以更加满足老年人的心理需求,缓解家庭养老的经济负担,有效弥补家庭养老和机构养老的不足,更加顺应时代潮流。发展社区养老是社会的需要,老年人心理的需要,也是家庭经济的需要。但是在我国,社区养老仍处于新兴阶段。本文以保定市为例,总结分析出当今社区养老中老年人对社区养老满意度低,“独子养老”负担重和老年人参加社区活动不积极等现状,并总结出当前社区养老基础设施薄弱、缺少专业队伍和社区养老资源缺乏等等问题,并通过总结先进国家和地区的社区养老服务实践和经验,获得出对于我国发展社区养老服务的启示。文章最后,提出了等加大对于社区养老的资金倾斜和政策服务、鼓励多种资源进入社区养老和积极发展老龄产业等改革与完善我国社区养老服务建议。
[Abstract]:China's aging population has reached a more serious level, which will be a great challenge to economic stability and social stability. Since China has entered the aging society, it has shown the characteristics of large base of the aged population, rapid growth rate, rapid aging process and so on. In addition, the situation of the old before becoming rich and the structure of the family miniaturization are superimposed together, and the problem of the aged is extremely serious. The aging society causes the family support burden to increase, hinders the economic development and impacts the existing social security system and so on. With the development of economy and the change of family structure, it is difficult to satisfy the actual situation and the demand of the aged in our country. Based on this, the community pension service began to rise, compared with the traditional way of providing for the aged, the community pension can more meet the psychological needs of the elderly, ease the economic burden of the family pension, and effectively make up for the shortage of the family pension and institutional pension. More in line with the trend of the times. The development of community pension is the need of the society, the psychological needs of the elderly, and the needs of the family economy. But in our country, community pension is still in a new stage. Taking Baoding City as an example, this paper sums up and analyzes the current situation of the elderly people's low satisfaction with the community pension, the heavy burden of "only son's old-age care" and the lack of active participation of the elderly in community activities, and concludes that the current community pension infrastructure is weak. Lack of professional team and lack of community endowment resources and other problems, and through summing up the advanced countries and regions of the community pension service practice and experience, to obtain the inspiration for the development of community pension services in China. At the end of the article, the author puts forward some suggestions on the reform and improvement of community old-age service in China, such as increasing the fund inclination and policy service, encouraging various resources to enter the community for the aged and actively developing the aging industry.
