网络参与对政治稳定性的影响研究

【摘要】：现代民主政治的重要特征之一就是在于广泛的公民政治参与,这也是政治现代化的本质要求,是现代政治系统正常运转所不可或缺的条件。我国当前正处于全面深化改革的关键时期,政治、经济、文化、社会的方方面面都在寻求新的突破,以适应当前社会发展的需要。当前我国政治制度发展的要求呼吁着公民政治参与的不断扩大。与此同时,以互联网技术为代表的信息革命对各国公民的生活都产生的强烈的影响。互联网的迅猛发展,以全新的方式渗透到公民生活的各个方面。网络不仅改变人民的生活方式和思维模式,对政治系统的冲击及影响同样无法估量,它改变了原有的政治系统的运行方式,尤其为公民政治参与的崛起打开了新的大门。传统公民政治参与过程中,有序的政治参与会对政治系统的稳定产生积极的推动作用,相反地,无序的政治参与则会对政治稳定产生负面的影响,甚至会造成政治系统混乱,引发社会变革。而在互联网时代,传统政治参与的所有特点在网络中表现的更为突出。网络,作为新的政治发展平台,改变了政府与社会大众的沟通方式。互联网以其隐匿性、开放性、互动性、平等性、低成本等技术特征,为公民提供了平等参与政治进程,获得政治诉求,实现自身利益。而在这一过程中,如何推动网络政治参与积极作用的发挥,抑制其消极作用对政治稳定的影响,则成为需要解决的问题。本文首先会对网络政治参与的兴起、发展以及对我国网络政治参与的总体现状进行分析,然后具体地分别列举网络政治参与对我国政治稳定的挑战和积极影响,进而分析在网络政治参与时代,政府应当何去何从。
[Abstract]:One of the important characteristics of modern democratic politics is the extensive participation of citizens in politics, which is also the essential requirement of political modernization and an indispensable condition for the normal operation of modern political system. At present, our country is in the key period of deepening the reform in an all-round way. All aspects of politics, economy, culture and society are seeking new breakthroughs in order to meet the needs of the current social development. The demand of the development of our country's political system calls for the constant expansion of the citizen's political participation. At the same time, the information revolution represented by Internet technology has a strong impact on the life of citizens all over the world. The rapid development of the Internet permeates all aspects of civil life in a new way. The network not only changes people's way of life and mode of thinking, but also impacts and influences the political system immeasurably. It changes the operation mode of the original political system, especially opens a new door for the rise of citizen's political participation. In the process of traditional citizen's political participation, orderly political participation will have a positive effect on the stability of the political system. On the contrary, the disordered political participation will have a negative impact on the political stability and even cause chaos in the political system. Initiate social change. In the Internet era, all the characteristics of traditional political participation are more prominent in the network. Network, as a new political development platform, has changed the communication between the government and the public. Because of its concealed, open, interactive, equality, low cost and other technical characteristics, the Internet provides citizens with equal participation in the political process, access to political demands, and realize their own interests. In this process, how to promote the positive role of network political participation and restrain its negative effects on political stability becomes a problem to be solved. This paper first analyzes the rise and development of network political participation, as well as the overall situation of our country's network political participation, and then enumerates the challenges and positive effects of network political participation on China's political stability. Then analysis in the era of network political participation, where the government should follow.
