我国政府在以房养老模式中的角色研究

【摘要】：自1999年以来,我国已经步入老龄化社会,并且人口老龄化的程度呈现上升趋势。与此同时,随着经济水平的提高,医疗条件大大改善,我国人口的平均预期寿命有所延长,更加推助了我国老龄化的进程。我国自实行计划生育的基本国策以来,人口结构的变化削弱了传统的家庭养老功能,养儿防老的传统观念已经不能满足我国社会目前的养老需求。养老问题一直是我国社会保障工作的一项重要内容。解决养老问题,不仅是缓解家庭压力的迫切需要,而且关乎到我国社会的稳定和经济的发展。寻求多元化的养老模式已刻不容缓,基于这种背景,盛行于西方的一种新型的养老模式即以房养老在我国开始受到关注。目前我国学者关于此方面的研究主要集中在中国是否具备运行以房养老的现实基础这一理论问题的探讨上。本文正是基于这一背景对于以房养老模式展开深入的研究,全文共分为五个部分。引言部分介绍了以房养老的研究背景、研究意义、研究内容、研究方法和国内外研究现状,总结了国内外在以房养老中的研究成果。第二章介绍了以房养老的相关理论,对以房养老的基本含义和现行的以房养老模式进行了阐述。第三章从当前我国政府在以房养老中的角色与不足进行分析,总结了我国政府在以房养老中存在的问题,并对我国政府在以房养老中不足的原因进行了阐述。第四章分析了外国政府在以房养老中的角色,并对具有丰富经验的美国、新加坡、日本的以房养老模式进行了简单介绍,从这些成熟的发展模式中我们得到什么样的启示与借鉴。以此得出我国政府需要扮演什么样的角色。第五章提出了构建政府参与以房养老的角色模式,首先对政府的多种角色模式进行了综合分析,进而总结出政府需要扮演的角色模式主要有以下几个方面,首先政府要扮演以房养老制定者的角色,然后政府要扮演以房养老监管者的角色,其次政府要扮演以房养老保障者的角色,再次政府要扮演以房养老宣传者的角色,最后政府要做好以房养老规划者的角色。
[Abstract]:Since 1999, China has stepped into an aging society, and the degree of population aging is on the rise. At the same time, with the improvement of economic level, medical conditions have been greatly improved, and the average life expectancy of the Chinese population has been extended, which has pushed forward the aging process of our country. Since the implementation of the basic national policy of family planning, the change of population structure has weakened the traditional family pension function, and the traditional concept of raising children and preventing the elderly has not been able to meet the current needs of our society. Pension problem has been an important part of social security work in China. To solve the pension problem is not only the urgent need to alleviate the family pressure, but also related to the social stability and economic development of our country. It is urgent to seek a diversified pension model. Based on this background, a new type of pension model prevailing in the West, namely, housing pension, is beginning to receive attention in our country. At present, the research on this aspect is mainly focused on the theoretical question of whether China has the realistic foundation of providing for the aged by housing. This paper is based on this background for the housing pension model in-depth research, the full text is divided into five parts. The introduction part introduces the research background, research significance, research content, research methods and the current situation of the research at home and abroad, summarizes the domestic and foreign research results in the housing old-age care. The second chapter introduces the related theory of housing pension, the basic meaning of housing pension and the current housing pension model. In the third chapter, the author analyzes the role and deficiency of the government in providing for the aged by housing, summarizes the problems existing in the pension by housing, and expounds the reasons for the shortage of the government in providing for the aged with housing. The fourth chapter analyzes the role of foreign governments in providing for the aged by housing, and briefly introduces the housing pension model of the United States, Singapore and Japan, which have rich experience. From these mature development models we get what kind of inspiration and reference. In this way, our government needs to play what role. The fifth chapter puts forward the role model of government participation in providing for the aged by housing. Firstly, it comprehensively analyzes the various role models of the government, and then concludes that the role model that the government needs to play is mainly in the following aspects. First, the government has to play the role of the housing old-age care maker, then the government has to play the role of the housing old-age care supervisor, secondly, the government has to play the role of the housing old-age security person, and again the government has to play the role of the housing old-age care propagandist. Finally, the government should do a good job of housing pension planners role.
