“两型”背景下株洲市云田镇人居环境评价与社区发展模式研究

【摘要】：在我国城乡发展长期受城乡二元体制制约的现实背景下,城乡收入差距、公共基础设施配套、社会服务能力悬殊以及环境恶化等一系列问题都愈加突出。伴随着这些矛盾的不断激化,“三农”问题日益成为了社会各界关注焦点。党的第十六届五中全会明确提出了“两型社会”的概念,其具体理论内涵、发展思路、建设要旨等都与当今时局下农村发展导向不谋而合,因而结合这一社会背景,研究村镇人居环境质量、社区发展模式及其相应的规划策略,对于改善农民的生产和生活环境、促进农业健康有序发展、构建和谐互动的城乡关系,具有重要意义。本文在系统梳理国内外既有人居环境评价方法、农村发展理论及其相应实践后,对目前我国农村发展建设历程与现状问题进了归纳总结,并以株洲市云田镇为研究对象,从居民实际生活体验与感受出发,基于层次分析法,结合问卷调查开展了宏观层面的株洲市云田镇镇域人居环境评价研究;从云田镇9大社区的时空发展差异出发,基于主成分分析法,综合实地调研、文献查阅与专家打分等方式开展了中观层面的株洲市云田镇农村社区发展模式研究;从各社区不同发展模式的划分结果出发,以空间布局形态、功能分区组织、社区发展规模、公共设施配套与特征凸显方式等设计要素为切入点,对优化提质型社区、更新发展型社区、合并迁建型社区的现状特征、规划策略及其社区转型方向进行了微观层面的探索与研究。通过以上研究可知:株洲市云田镇地区环境质量较好,居住条件一般,人文氛围较差,整体规划情况、公共设施配套与安全保障差,其总体人居环境质量一般;在全镇9大社区中,莲花、五星社区整体发展水平较好;云田、云峰湖、高福、马鞍社区整体发展水平一般;菖塘、柏岭、美泉社区整体发展水平较差;对于莲花、五星等优化提质型社区而言,其发展建设应以“和谐软环境营造”为宗旨,以创建以人为本的社区教育平台、活动平台与服务平台等为途径,丰富居民精神生活、提升居民地域归属感与人文情怀,完成向和谐幸福型社区转型过程;对于云田、云峰湖、高福、马鞍与菖塘等更新发展型社区而言,其发展建设应以“舒适怡人”为目标,以功能合理组织、空间有序布局、景观结构明晰、设施配套系统、建筑人本设计、生态资源“两型”利用为途径等,以既有规划设计方案为基础,开展更“接地气”的社区更新发展规划,完成向便捷宜居型社区转型过程;对于柏岭、美泉等合并迁建型社区而言,其发展建设应以“绿色生态”为导向,以产业生态发展、景观生态改造与建筑设施的节能生态研究为途径,发挥社区生态产业与景观优势,理顺社区生态空间格局、凸显节能减排意识,完成向绿色生态型社区转型过程。“两型”社会的时代背景给村镇发展建设提出了新的要求与方向,而实际村镇发展建设工作由于其涉及层次多、面域广、实施难度大,其科学推进尚需要决策者、规划师、研究者等共同努力;本研究的继续推进与深化还应加强关注“多方利益诉求下村镇社区人居环境协作设计”、“村镇社区公共服务设施空间分布与优化配置”与“不同时空发展条件下村镇社区‘发展模式——规划策略’应用推广”等议题。
[Abstract]:Under the realistic background that the urban and rural development is restricted by the two yuan system of urban and rural areas in China, a series of problems, such as the income gap between urban and rural areas, the supporting of public infrastructure, the disparities of social services and the deterioration of the environment, are becoming more and more prominent. With the continuous intensification of these contradictions, the "three rural" questions have become the focus of the community. In the fifth Plenary Session of the 16th CPC Central Committee, the concept of "two type society" was put forward clearly. Its specific theoretical connotation, development ideas and construction gist were all consistent with the direction of rural development under the current situation. Therefore, combining this social background, the quality of the living environment of villages and towns, the mode of community development and the corresponding planning strategies were studied to improve the farmers' life. The production and living environment, promoting the orderly development of agricultural health and building a harmonious and interactive relationship between urban and rural areas are of great significance. In this paper, after systematically combing the domestic and foreign evaluation methods of living environment, the theory of rural development and its corresponding practice, the process and current situation of rural development and construction in China are summarized, and Zhuzhou Yun Tian is taken. The town is the research object, starting from the real life experience and feeling of the residents, based on the analytic hierarchy process, and combining with the questionnaire survey to carry out the macro level evaluation research on the habitat environment of Zhuzhou in the town of Yun Tian town. Starting from the difference of the spatial and temporal development of the 9 major communities in the town of Yun Tian, based on the principal component analysis, comprehensive field investigation, literature review and expert scoring, etc. The mode of developing the rural community development model of Zhuzhou Yun Tian Town, which is meso level, is carried out. Starting from the division results of different community development models, the design elements such as spatial layout, functional partition organization, community development scale, public facilities supporting and characteristic highlight are the breakthrough point to optimize the quality community and update the development type. The characteristics, the planning strategy and the direction of the community transformation are explored and studied at the micro level. Through the above study, we can see that the environmental quality of Zhuzhou Yun Tian town is good, the living conditions are general, the humanistic atmosphere is poor, the overall planning situation, the poor public facilities and safety guarantee, and the overall human settlement. The overall development level of the lotus flower and the five star community is good in the 9 big communities of the whole town; the overall development level of Yuntian, Yunfeng lake, Gao Fu and Ma saddle community is general; the overall development level of the community of the calamus pond, the Bai Ling and the Mei Quan is poor; for the lotus, the five star and other optimal lifting communities, the development and construction should be built in a "harmonious soft environment" The purpose is to create a people-oriented community education platform, activity platform and service platform to enrich the spiritual life of the residents, improve the sense of belonging and humanistic feelings of the residents, and complete the transformation process to the harmonious and happy community. For Yuntian, Yunfeng lake, Gao Fu, saddle and calamus, the development and construction of the community should be built "Comfortable and pleasant" as the goal, with the rational organization of functions, the orderly layout of the space, the clear landscape structure, the facilities supporting system, the building human design, the ecological resources "two type" use as the way, and so on, based on the planning and design scheme, carry out the more "ground gas" community renewal and development plan, and complete the transition to the convenient and livable community. The development and construction should take "green ecology" as the guidance to the development and construction of the community, with the development of "green ecology", the ecological research of the industrial ecological development, the landscape ecological transformation and the energy conservation of the building facilities, to play the advantage of the community ecological industry and landscape, to straighten out the spatial pattern of the community ecology, to highlight the consciousness of energy conservation and emission reduction, and to complete green to the green. The development and construction of the "two type" society put forward new demands and directions for the development and construction of villages and towns, and the actual village and town development and construction work is difficult because it involves many levels, wide area and difficult implementation. The scientific promotion needs the joint efforts of decision-makers, planners, researchers and so on. In addition, we should pay more attention to the "cooperative design of the residential environment in the village and town community", "the spatial distribution and optimal allocation of public service facilities in the village and town community" and "the application and promotion of the development mode of village and town community under the conditions of different time and space development".
