建城戍边:新疆兵团城市如何建成“先进文化示范区”——兼论其对“一带一路”战略实施的意义

【摘要】："文化治疆"是重启"丝绸之路经济带"的优先和必要的战略选择。新疆建设兵团"建城戍边"、打造"先进文化示范区",既是这一战略的有力抓手,也是漫长"屯垦戍边"历史的最终形式。而要尽快建好兵团城市(群),就要明确发展创意城市的目标,并通过持续的改革、创新,完成这些城市的经济、社会、政治、文化制度的构建。
[Abstract]:Cultural governance of Xinjiang is the priority and necessary strategic choice for restarting the Silk Road Economic Belt. The Xinjiang Construction Corps "building cities and guarding the border" and creating "advanced cultural demonstration areas" are not only the effective grasp of this strategy, but also the final form of the long history of "opening up land and defending the frontier". In order to build the city of Bingtuan as soon as possible, it is necessary to define the goal of developing creative city, and to complete the construction of economic, social, political and cultural system of these cities through continuous reform and innovation.
