内江市银山镇安全社区建设案例研究

【摘要】：在全球经济高速发展的今天,便利的交通设施,畅通的及时通讯方式,缩短了世界各国人民的距离,加速了各国在政治、经济、文化各领域的交流和合作,极大促进了生产力的提高,改善了人民的物质和精神文化生活水平。但任何事物的发展都是双刃剑,在经济全球化带给人民便利的同时,恐怖袭击事件、犯罪集团日趋国际化、新型病毒的快速传播等危机事件也向人民敲响了警钟,安全问题已成为全球热议的话题,引起各国政府以及研究学者的高度关注。安全社区概念的引入正是为了解决如何有效减少和预防伤害事故发生的问题。我国自启动安全社区建设工作以来,东部经济发达地区安全社区建设情况较好,中西部地区发展较为落后,尤其是农村地区的安全社区建设更为滞后。我国的人口结构中,农业人口比重较大,加快农村地区的安全社区建设进程,有利于推动全国安全社区建设进程,为构建和谐社会提供有利保障。作为典型的农村安全社区建设,内江市银山镇的安全社区建设案例研究具有一定的代表性。内江市银山镇在安全社区建设过程中,始终坚持“全民参与”、“人人都享有健康和安全权利”的工作理念,按照“资源整合、全员参与、持续改进”的十二字工作方针,在安全社区建设工作中,以道路交通安全、社会治安、居家安全、应急抢险、学校安全等为切入点,采取“一调查二立项三推动四保障”的工作运行机制,实施过程中以风险辨识和伤害调查为突破口,发现风险点和确定干预促进措施,科学设置项目工作组,通过促进委员会总揽、项目工作组各司其职、职能部门密切配合,安全社区建设工作开展顺利。论文结合内江市安全社区在安全社区建设方面探索的一些成功做法和建设推广情况,并分析其组织领导机制、运行机制和保障机制。对内江市银山镇安全社区建设的案例分析能体现出理论与实际相结合的特点,并对政府推广安全社区建设并带动其他农村地区安全社区建设提供借鉴。
[Abstract]:Today, with the rapid development of the global economy, convenient transportation facilities and unimpeded and timely means of communication have shortened the distance between the peoples of the world and accelerated exchanges and cooperation among countries in the political, economic and cultural fields. Has greatly promoted the productivity enhancement, has improved the people's material and spiritual culture living standard. However, the development of everything is a double-edged sword. While economic globalization has brought convenience to the people, the terrorist attacks, the increasing internationalization of criminal groups, the rapid spread of new viruses and other crisis events have also sounded the alarm bell to the people. The issue of security has become a hot topic in the world and has attracted great attention from governments and researchers. The concept of safe community is introduced to solve the problem of how to effectively reduce and prevent injury accidents. Since China started the construction of safe communities, the construction of safe communities in the eastern developed areas is better, and the development of the central and western regions is relatively backward, especially in the rural areas. In the population structure of our country, the proportion of agricultural population is large. Speeding up the construction process of safe community in rural areas is conducive to promoting the process of national safe community construction and providing favorable guarantee for the construction of harmonious society. As a typical rural safe community construction, the case study of Neijiang Yinshan Town is representative. In the construction of safe community in Yinshan Town of Neijiang City, the concept of "all people's participation" and "everyone's right to health and safety" has always been adhered to. According to the 12-character work policy of "integrating resources, participating in all members and continuously improving", In the construction of a safe community, taking road traffic safety, social security, home safety, emergency rescue, and school safety as the starting point, the working mechanism of "one investigation, two projects, three promotion, four guarantees" is adopted. In the process of implementation, risk identification and injury investigation are the breakthrough points, risk points are discovered and intervention promotion measures are determined, project working groups are set up scientifically, through the promotion committee, the project working groups perform their respective functions, and the functional departments cooperate closely. The construction of safe communities was carried out smoothly. In this paper, some successful practices and promotion of safe community construction in Neijiang City are discussed, and its organization and leadership mechanism, operation mechanism and guarantee mechanism are analyzed. The case study on the construction of safe community in Yinshan Town of Neijiang City can reflect the characteristics of combining theory with practice and provide a reference for the government to promote the construction of safe community and drive the construction of safe community in other rural areas.
