“欧洲安全议程”视域下欧盟警务合作的发展与趋势

【摘要】：欧洲安全维护一直是欧盟警务合作最主要的目标,当前欧盟面临的恐怖主义、移民危机、有组织犯罪等现实威胁促使欧盟对警务合作进行革新。2015年,欧盟委员会提出"欧洲安全议程"之后,欧盟从政策层级、执行层级和协调层级对欧盟警务合作进行了变革,针对警务合作的方向、领域、内容及机构等绘制发展规划,欧盟警务合作也逐渐向非传统安全治理、欧盟主导成员国参与、强化信息情报共享的主要方向发展。
[Abstract]:The maintenance of European security has always been the main goal of EU police cooperation. The current threats to the EU, such as terrorism, immigration crisis, organized crime, and so on, have prompted the EU to innovate on police cooperation. In 2015, After the "European Security agenda" was proposed by the European Commission, the EU transformed EU police cooperation at the policy, executive and coordination levels, drawing development plans for the direction, areas, content and institutions of police cooperation. EU police cooperation is also gradually developing towards non-traditional security governance with the participation of EU leading member states and the strengthening of information and intelligence sharing.
