【摘要】：近几年,我国的经济飞速发展,人民的生活越来越富裕,但是周围的安全形势却日益严峻,人民群众对安全保障要求不断的提高。安全社区在国内外已经证明了可以增强人民安全防范意识和降低事故伤害。近年来,我国很多省市和地区开展了多种与安全社区建设相关的活动,虽然在我国得到一定的推广,但地理分布只集中在一些经济发达的地区,许多城镇和城市都不覆盖,存在严重的发展不均衡的现象。中国的安全社区建设与发达国家相比水平仍然较低,尤其是城镇层面的建设基础薄弱,不能满足广大人民的需要。本文分别解释了安全社区相关的概念,调研了国内外安全社区的研究现状和发展历程,总结了安全社区研究的主要的内容以及方法。庄河市徐岭镇位于庄河市城北郊区,由于城市化的进程引起一系列社会变迁,出现了社会治安问题突出、安全生产隐患多、自然状况复杂等多种问题。工作组通过理论与实际相结合,在经过认真的分析和总结后,从公众场所安全、社会治安安全、交通安全、消防安全、学校安全、家居安全、涉水安全7个重点安全领域入手,采取一系列安全干预措施,从而提升辖区居民安全意识,减少事故伤害频率。通过对实施安全促进项目以来的两年连续监控,各领域措施得力,取得一定的成绩,但是安全社区建设方面仍然存在一些问题。通过采取个别访谈、发放调查问卷和到职能部门调取相关数据进行客观评估等方法,了解了安全社区建设过程中存在的问题。经过梳理和汇总,主要表现在组织领导力度不够、宣传工作力度不够、居民安全意识不够、资金投入力度不够、农村社区基础条件差、安全监测系统不完善等。经过分析,主要存在社区工作人员对安全社区工作不够重视、居民缺少主体意识、安全社区建设相关保障制度不够完善、安全社区建设工作方案没有远瞻性等原因。在认真分析原因的基础上,工作做结合管理学理论和政府部门工作经验,探讨完善了庄河市徐岭镇安全社区建设的对策,包括进一步完善安全社区建设方案,进一步提高社区组织和社区居民的自治能力,进一步强化居民安全防范能力,激发居民参与安全社区建设意识,畅通居民参与安全社区建设渠道,以期解决安全社区建设中存在的问题。本文的创新之处是针对已经获得国家安全社区命名的徐岭镇安全社区工作,客观阐述其成功的经验做法,分析工作中存在的主要问题和不足,提出符合居民安全需求和徐岭镇地域特点的安全社区改进对策,并为其他郊区乡镇的安全社区建设提供经验和借
[Abstract]:In recent years, with the rapid development of economy in our country, the people's life is getting richer and richer, but the security situation around them is becoming more and more serious. Safe communities have been proven to enhance people's awareness of safety prevention and reduce accident injury both at home and abroad. In recent years, many provinces, cities and regions in China have carried out a variety of activities related to the construction of safe communities. Although they have been popularized in China to a certain extent, the geographical distribution is concentrated in some economically developed areas, and many towns and cities are not covered. There is a serious imbalance in development. Compared with the developed countries, the construction of safe communities in China is still relatively low, especially in the urban level, the foundation of construction is weak, which can not meet the needs of the broad masses of the people. This paper explains the concept of safe community, investigates the research status and development history of safe community at home and abroad, and summarizes the main contents and methods of safe community research. Xuling Town of Zhuanghe City is located in the north suburb of Zhuanghe City. Due to a series of social changes caused by the process of urbanization, there are many problems such as prominent social security problems, many hidden dangers in production safety and complex natural conditions. Through the combination of theory and practice, after careful analysis and summing up, the working group began with seven key safety fields: public place safety, social security safety, traffic safety, fire safety, school safety, home safety, and water safety. Take a series of safety intervention measures to enhance the residents' safety awareness and reduce the frequency of accident injury. Through the continuous monitoring of the safety promotion project since the implementation of the project, the measures in various fields are effective and some achievements have been made, but there are still some problems in the construction of the safe community. By means of individual interview, questionnaire distribution and objective evaluation of relevant data from the functional department, the problems in the process of building a safe community are understood. Through combing and summing up, the main performance is not enough organizational leadership, insufficient propaganda, insufficient safety awareness of residents, insufficient investment of funds, poor basic conditions of rural communities, imperfect safety monitoring system and so on. After analysis, the main reasons are that the community workers do not pay enough attention to the safety community work, the residents lack the consciousness of the subject, the security system related to the safety community construction is not perfect enough, and the safety community construction work plan is not far-sighted, and so on. On the basis of serious analysis of the reasons, combining the theory of management and the work experience of government departments, this paper probes into the countermeasures to improve the construction of safe community in Xuling Town, Zhuanghe City, including the further improvement of the construction plan of safe community. To further improve the autonomy of community organizations and community residents, further strengthen residents' ability to guard against safety, stimulate residents' awareness of participating in the construction of safe communities, and unblock channels for residents to participate in the construction of safe communities, In order to solve the problems existing in the construction of safe community. The innovation of this paper is to objectively expound its successful experience and practice, and analyze the main problems and shortcomings in the work, aiming at the safety community work of Xuling Town, which has been named as the national security community. The paper puts forward some countermeasures to improve the safety community in accordance with the needs of the residents and the regional characteristics of Xuling Town, and provides experience and reference for the construction of the safe community in other rural towns and townships.
