郑州市城市社区网格化管理模式的实践与探索研究

【摘要】：社区是城市的基本单元,其建设的好与坏,直接关系到社区居民的生活质量和社会的和谐稳定。开展对社区管理模式的研究,对于解决当前城市社区管理弊端、满足居民多元需求、构建新型社区管理体系具有重要的现实意义。本文从总结北京东城区、上海长宁区、湖北宜昌市等地区实施城市网格化管理主要做法入手,对网格化管理的基本构成、主要特征和局限性进行了阐述。认为社区网格化管理是技术创新和制度创新的有效融合,变过去“上面千条线、基层一根针”为“上面千条线、基层一张网”,在整合资源、规范流程、高效管理、全程服务等方面具有独特优势,能够促使居民与政府的良性互动,有利于建设管理有序、平安和谐社区。在上述分析的基础上,通过以郑州市推行社区网格化管理为例,对其主要做法、运行模式、存在的问题和取得的成效进行了较为详细的分析研究,并对完善社区网格化管理提出了自己的看法:首先,规范社区组织运行体系,健全完善以社区党组织为核心、社区自治组织为主体、社会各方力量共同参与的新型社区管理体系;其次,搭建社区综合管理服务平台,规范流程,让社区内每个城市部件、城市事件问题都能得到精细化管理;最后,规范社区服务平台,细化社区服务项目,让每个居民都能得到人性化服务。同时在组织实施过程中,要注重激发社会组织、社区居民参与社区管理服务热情,形成多元共治格局。通过推行社区网格化管理模式,把各类社会问题、社会矛盾处置在萌芽状态,达到以基层平安细胞创建促进社会安定有序、和谐稳定。本文较为系统地展现出以“规范化运行、精细化管理、多元化参与、人性化服务、信息化支撑”为主要内容的城市社区网格化管理运行模式,特别是在搭建社区服务平台的过程中,需要细化社区服务项目,促进工作重心下移、工作窗口前置、基层资源整合等方面进行了深入探索,对提升社区服务质量有一定的指导意义。
[Abstract]:Community is the basic unit of the city. Its construction is directly related to the quality of life of the community residents and the harmony and stability of the society. It is of great practical significance to carry out the research on the mode of community management to solve the problems of current urban community management, to meet the diverse needs of residents and to build a new community management system. Based on the summary of the main practices of urban grid management in Dongcheng District of Beijing, Changning District of Shanghai and Yichang City of Hubei Province, this paper expounds the basic structure, main characteristics and limitations of grid management. It is considered that community grid management is an effective fusion of technological innovation and system innovation, changing the past from "one thousand lines above, one needle at the grass-roots level" to "a thousand lines above, a network at the grass-roots level", and integrating resources, standardizing the process, and managing efficiently. The whole course service has the unique superiority, can promote the resident and the government benign interaction, is advantageous to the construction management orderly, peaceful harmonious community. On the basis of the above analysis, by taking Zhengzhou City as an example to carry out community grid management, this paper makes a detailed analysis and study on its main practice, operation mode, existing problems and achievements. At the same time, the author puts forward his own views on the improvement of community grid management: first, standardizing the operation system of community organizations, perfecting the community party organizations as the core, and community autonomous organizations as the main body. A new type of community management system in which all sectors of society participate; secondly, build a community integrated management service platform, standardize the process, so that every urban component in the community, urban events can be refined management; finally, Standardize community service platform, refine community service projects, so that every resident can get humanized service. At the same time, in the process of organization implementation, we should pay attention to stimulate social organizations, community residents to participate in community management and service enthusiasm, and form a pluralistic co-governance pattern. Through carrying out the management mode of community grid, all kinds of social problems and social contradictions are dealt with in the budding state, so as to promote social stability, order and harmony with the establishment of peace cells at the grass-roots level. This paper systematically shows the operation mode of urban community grid management with "standardized operation, fine management, diversified participation, humanized service and information support" as the main content. Especially in the process of setting up the community service platform, it is necessary to refine the community service project, promote the work center of gravity to move down, the work window front, the grass-roots resources integration and so on has carried on the thorough exploration. To improve the quality of community service has certain guiding significance.
