【摘要】：人民政协协商民主是根植于中国传统文化、土生土长于中国特色民主实践中的伟大创造,它以人民政协为制度载体,广汇民意、广集民智,使马克思主义政党群众路线的优良传统在政治领域得到较好的完善和传承。本文从人民政协协商民主的内涵界定、历史演进、时代发展及具体优化路径四部分对人民政协协商民主进一步的深化和解读,旨在从微观角度深入研究人民政协协商民主,丰富中国特色社会主义的协商民主理论宝库。绪论部分对国内外人民政协协商民主的研究现状进行了梳理,指出了研究方法、选题意义及研究意义。鉴于人民政协是中国特有的制度形式,对国外的研究综述重在西方学者的协商民主研究。继而指出本文的创新点重在从宏观把握协商民主的同时重点从人民政协这一微观角度研究协商民主,以习总书记治国理政思想为主线,赋予人民政协协商民主新的时代内涵,提出坚持在党的领导下加强人民政协协商民主建设。第一部分阐述了人民政协协商民主的丰富内涵和重大意义。在明确阐明协商民主概念、特点和人大选举民主的关系后,指出了促使人民政协协商民主形成的内在基础和发展人民政协协商民主的重大意义,即保证了人民群众的主人翁地位、提升了党和政府的科学决策水平、推进了国家治理体系和治理能力现代化和维护了社会的安定和谐。第二部分运用辩证发展的方法系统的阐述了人民政协协商民主的历史演进。受特定历史传统的影响,人民政协协商民主是团结一切可以团结的力量建设新中国的客观要求和争取民族独立人民解放的历史产物。经历了产生、成长和不断的探索,最终走向丰富和完善,这为我们党更进一步的建设民主政治提供了重要的历史经验。第三部分结合历史分析法剖析了人民政协协商民主在新时期面临的新发展新要求。新时期治国理政的新思想为人民政协协商民主提供了新理念、公民政治参与的新期待为政协协商注入了新活力。新的发展环境促使人民政协协商民主取得新发展,也给人民政协协商民主提出新的发展要求:人民政协协商民主地位亟需明确和提升、人民政协履职机制需要成熟和完善、政协协商与社情民意有待衔接和协调。第四部分,具体探究了优化人民政协协商民主的路径。首先,要加强党的领导下的人民政协建设;其次,要加强人民政协协商民主自身发展,从严政协主体,在明确政协协商内容中塑造政协协商新文化,展现政协民主监督新气象;最后,从各方面激发人民政协协商民主活力。在充分代表民意维护人民主权、开展广泛协商吸纳社会力量中增强民众协商意识,营造浓郁协商氛围。
[Abstract]:The consultative democracy of the CPPCC is a great creation rooted in Chinese traditional culture and born and raised in the practice of democracy with Chinese characteristics. The fine tradition of the mass line of the Marxist political party has been better perfected and passed on in the political field. In this paper, the author further deepens and interprets the consultative democracy of the CPPCC from four parts: the definition of the connotation, the historical evolution, the development of the times and the specific optimization path. The purpose of this paper is to study the consultative democracy of the CPPCC from a micro perspective. Enrich the treasure house of Chinese characteristic socialism consultation democracy theory. In the introduction part, the current research situation of CPPCC's deliberative democracy at home and abroad is combed, and the research method, the significance and significance of the research are pointed out. In view of the fact that the CPPCC is a unique institutional form of China, the review of foreign studies focuses on Western scholars' research on deliberative democracy. Then it is pointed out that the innovation of this paper is to grasp the consultative democracy from the macro perspective and to study the consultative democracy from the microcosmic angle of the CPPCC, and to give the CPPCC a new connotation of deliberative democracy in the light of General Secretary Xi's thought of governing the country and managing the government. Proposed to adhere to the leadership of the party to strengthen the CPPCC consultation democracy. The first part expounds the rich connotation and great significance of CPPCC consultative democracy. After clarifying clearly the relationship between the concept and characteristics of consultative democracy and democracy in the election of the people's Congress, the paper points out the intrinsic basis for the formation of the consultative democracy of the CPPCC and the great significance of developing the consultative democracy of the CPPCC. That is to say, it ensures the master status of the people, promotes the scientific decision-making level of the Party and the government, advances the modernization of the national governance system and governance ability, and maintains the social stability and harmony. The second part systematically expounds the historical evolution of the CPPCC consultative democracy by using the dialectical development method. Under the influence of specific historical tradition, the consultative democracy of the CPPCC is the historical product of uniting all the forces that can be United to build new China and the liberation of the people who strive for national independence. After its emergence, growth and constant exploration, it has finally become rich and perfect, which provides an important historical experience for our party to further build democratic politics. The third part analyzes the new requirements of the CPPCC consultative democracy in the new period. The new thought of governing the country and managing politics in the new period provides a new idea for the consultation democracy of the CPPCC, and the new expectation of citizen's political participation infuses new vitality into the consultation of the CPPCC. The new development environment has prompted the CPPCC consultative democracy to make new progress, and put forward new development requirements for the CPPCC consultative democracy: the CPPCC consultative democratic status needs to be clearly defined and promoted, and the CPPCC discharge mechanism needs to be mature and improved. CPPCC consultation and social conditions and public opinion to be linked and coordinated. The fourth part, has probed into the optimization people's political Consultative Conference consultation democracy path concretely. Firstly, it is necessary to strengthen the construction of CPPCC under the leadership of the Party, secondly, to strengthen the development of the CPPCC consultation democracy itself, to strictly enforce the main body of the CPPCC, to shape the new culture of CPPCC consultation in the clear content of CPPCC consultation, and to show the new atmosphere of CPPCC democratic supervision. Finally, from all aspects to stimulate the CPPCC consultation democratic vitality. In fully representing the public opinion to safeguard the people's sovereignty, carry out extensive consultation to absorb social forces, enhance the public consultation awareness, create a strong atmosphere of consultation.
