【摘要】：一个国家的政党制度,必须适合这个国家的国情。中国人民在探索适合中国国情的政党制度过程中,走过了非常曲折的道路。经过中国共产党和各民主党派的浴血奋斗和亲密合作,最终确立了中国共产党领导的多党合作和政治协商制度这一具有中国特色的政党制度。这一制度与西方的两党或多党竞争制,以及一些国家的一党制,都不相同,它是马列主义同中国革命与建设实践相结合的历史性创造。它创立了一种崭新的制度形式、一种崭新的政党关系、一种崭新的执政方式、一种崭新的民主实现形式。在这一政党制度下,各民主党派是参政党,履行参政议政、民主监督和参加中国共产党领导的政治协商的职能。各民主党派在自身发展和履行职能的过程中,机关处在很关键的地位,发挥举足轻重的作用。民主党派机关履行"参谋、执行、协调、服务"等多项职能,是同级民主党派组织各项工作的主要承担者和组织协调部门,是组织功能正常运转的枢纽。可以说,民主党派组织的自身健康发展和履职尽责离不开民主党派机关。民主党派机关,按层级分类有民主党派的中央机关、省级机关、地市级机关等。市级机关是市级组织全部工作的载体,机关建设薄弱会直接影响市级组织履职能力和自身建设,从而影响民主党派作用的发挥,削弱中国共产党领导的多党合作和政治协商制度的活力。本文以安徽省农工党市级组织机关条件建设情况为调研对象,分析了安徽省农工党市级组织机关建设取得的成就,存在的问题和原因,主要有机关保障条件不足、机关工作制度不完善、机关干部队伍建设有待加强、外部权威影响机关工作开展等几方面。针对存在的问题,根据调研分析情况,本文最后从加强市级组织机关条件保障、完善机关工作制度、加强机关干部队伍建设、改善机关地位处境等几个方面,提出了加强和改善安徽省农工党市级组织机关建设的建议。
[Abstract]:A country's political party system must be suited to the country's national conditions. The Chinese people have gone through a tortuous road in the process of exploring a party system suited to China's national conditions. Through the painstaking struggle and close cooperation between the Communist Party of China and the democratic parties, the system of multi-party cooperation and political consultation under the leadership of the Communist Party of China was finally established, which is a political party system with Chinese characteristics. This system is different from the two-party or multi-party competition system in the West and the one-party system in some countries. It is a historic creation of the combination of Marxism-Leninism and the practice of Chinese revolution and construction. It creates a new form of system, a brand-new relationship between political parties, a new form of governance and a new form of democratic realization. Under this political party system, the democratic parties are participating political parties and perform the functions of participating in political affairs, democratic supervision and political consultation under the leadership of the Communist Party of China. The democratic parties play an important role in the process of their own development and performance of their functions. The organs of democratic parties perform many functions, such as "consultation, execution, coordination, service," and so on. They are the main carriers and coordinating departments of the organizations of democratic parties at the same level, and are the hubs for the normal operation of the functions of the organizations. It can be said that the healthy development and due diligence of democratic party organizations can not be separated from democratic party organs. The organs of the democratic parties are classified according to their levels: the central organs of the democratic parties, the provincial organs, the prefectural and municipal organs, etc. The municipal organs are the carriers of all the work of the municipal organizations. The weakness of the construction of the municipal organizations will directly affect the ability of the municipal organizations to carry out their duties and their own construction, thus affecting the role of the democratic parties. To weaken the vitality of the system of multi-party cooperation and political consultation under the leadership of the CPC. Based on the investigation of the conditions of the construction of the municipal organizations in Anhui Province, this paper analyzes the achievements, problems and reasons of the construction of the organizations at the municipal level in Anhui Province. The main problems and reasons are the insufficiency of the guarantee conditions of the organs. The system of organ work is not perfect, the construction of organ cadre team needs to be strengthened, and external authority influences the development of organ work. In view of the existing problems, according to the investigation and analysis of the situation, this paper finally from several aspects, such as strengthening the conditions of the municipal organizations, perfecting the work system of the organs, strengthening the construction of the ranks of organ cadres, and improving the status of the organs, and so on. Some suggestions are put forward to strengthen and improve the construction of the municipal organizations of the Agriculture and Labour Party in Anhui Province.
