【摘要】：中共十八大首次把健全社会主义协商民主制度作为政治体制改革的重要任务提了出来,对我国建设特色的协商民主政治具有重要意义。毛泽东作为中国特色协商民主的奠基人,在抗日战争时期首先开拓了协商民主的探索实践,毛泽东协商民主思想丰富而具有建设性。抗日战争时期是毛泽东协商民主思想的形成阶段,本文对抗战时期毛泽东协商民主思想之研究主要从毛泽东协商民主思想理论来源与实践需要,内涵、特征以及现实启示,共四章内容来探讨。这一时期毛泽东在吸收继承马克思主义统一战线理论与多党合作理论的基础上,根据中国的特殊国情,围绕共产党与国民党的协商合作,共产党与各民主党派的协商合作,抗日根据地的协商民主实践以及共产党党内协商民主实践,在不同层面对协商民主展开了理论和实践上的探索。抗战时期毛泽东以统一战线为依托,推动国民党与共产党的协商合作,以国民参政会为平台,各党派就抗战事宜共同协商商议,积极献策献计,友好合作,以及抗日根据地以“三三制”为原则建立的抗日民主政权,赋予各党派以职权,建立便利的说话通道,一定程度上促进了抗战决策的科学化与民主化,促进了统一战线的团结与巩固。这一时期毛泽东协商民主思想坚持了主导性、独立性、尊重性、长期性四个基本原则,对赢得抗日战争的伟大胜利发挥了重要作用。梳理和研究这一时期毛泽东协商民主思想对中国特色社会主义民主政治建设具有重要价值。
[Abstract]:For the first time, the 18th National Congress of the Communist Party of China put forward the improvement of socialist consultative democracy system as an important task of political system reform, which is of great significance to the construction of characteristic consultative democracy in our country. Mao Zedong, as the founder of consultative democracy with Chinese characteristics, first explored the practice of deliberative democracy during the War of Resistance against Japan. Mao Zedong's thought of deliberative democracy was rich and constructive. The period of Anti-Japanese War is the forming stage of Mao Zedong's deliberative democracy thought. The research of Mao Zedong's deliberative democracy thought during the Anti-Japanese War period is mainly based on the theoretical sources and practical needs, connotation, characteristics and practical enlightenment of Mao Zedong's deliberative democratic thought. A total of four chapters to explore the content. During this period, on the basis of absorbing and inheriting the Marxist United front theory and the theory of multi-party cooperation, according to the special conditions of China, Mao Zedong revolved around the consultation and cooperation between the Communist Party and the Kuomintang, and the consultation and cooperation between the Communist Party and the democratic parties. The practice of deliberative democracy in anti-Japanese base areas and the practice of consultation democracy within the Communist Party have explored the theory and practice of deliberative democracy at different levels. During the Anti-Japanese War, Mao Zedong, relying on the United front, promoted the consultation and cooperation between the Kuomintang and the Communist Party, and took the National Council for political participation as the platform. And the establishment of the anti-Japanese democratic regime in the anti-Japanese base area on the principle of "three or three systems" has given power to all parties and established convenient channels of speech, which to a certain extent has promoted the scientization and democratization of the decision-making in the War of Resistance against Japan. It has promoted the unity and consolidation of the United front. During this period, Mao Zedong's thought of deliberative democracy adhered to the four basic principles of leading, independence, respect and long-term, and played an important role in winning the great victory of the War of Resistance against Japan. It is of great value to the construction of socialist democratic politics with Chinese characteristics to sort out and study Mao Zedong's thought of deliberative democracy in this period.
