城市社区文化建设中公众参与问题研究

【摘要】：公众参与,又称作公民参与,作为发展我国社会主义民主的重要形式,是民主政治的核心问题之一,无论对于政治国家,还是对于公民社会,公众参与都是实现善治的必要条件。社区文化建设的实现需要公众的参与和支持,公众参与已成为世界各国城市社区文化建设的重要特征与内容之一。城市社区文化构建是由政府主导的,存在着一种自上而下的渠道,政府必须在其中担当好提供者、决策者、管理者、监督者的作用,各社区文化管理者也应当成为社区文化构建的骨干力量,同时,还应该存在另一种由下而上的渠道,让公众个人和各种组织团体参与到城市社区文化体系构建中,以期实现政府与公民的互动合作关系,从而实现公共利益的最大化。这就要求政府管理者在制定方案、执行方案时必须要考虑到公众的利益需求,将公众参与引入到社区文化建设中来,从而提升社区文化建设的品质。我国对于社区文化建设中的公众参与理论研究和实践探索起步较晚,缺乏较完整的理论体系与可操作的措施,特别是缺乏公众参与的制度保障。因此,本论文从社区、社区文化、社区文化建设及公众参与概念入手,重点研究公众参与社区文化建设的必要性,以及在社区文化建设中公众参与存在的问题及原因,最终得出解决问题的对策。公众缺乏参与热情,参与主体单一化,参与群体不均衡,参与制度和路径缺乏。同时,借鉴国外社区文化建设中公众参与实践经验,在此基础上阐述促进我国公众参与社区文化建设的对策,希望通过多角度构建公民参与制度的实践探索,从公众、法律、社会三个层面解决问题。转变公众观念,增强公众参与意识,构建多元化的公众主体参与社区文化建设;完善公众参与相关法律法规,建立科学化的公众参与制度和参与方式;构建参与型的公众文化环境,营造公众参与的社会氛围,让参与思想深入公众。
[Abstract]:Public participation, also known as citizen participation, as an important form of developing socialist democracy in China, is one of the core issues of democratic politics, whether for political countries or civil society. Public participation is a necessary condition for good governance. The realization of community culture construction needs public participation and support. Public participation has become one of the important characteristics and contents of urban community culture construction in the world. The construction of urban community culture is led by the government, and there is a top-down channel in which the government must act as the provider, the decision maker, the manager, the supervisor. Community culture managers should also become the backbone of community culture construction. At the same time, there should be another bottom-up channel to involve public individuals and various organizations in the construction of urban community culture system. In order to achieve the interactive and cooperative relationship between the government and citizens, so as to maximize the public interest. In order to improve the quality of community culture construction, government managers should take into account the interests of the public and introduce public participation into the construction of community culture in order to improve the quality of community culture construction. In our country, the theoretical research and practical exploration of public participation in the construction of community culture started late, lacking a complete theoretical system and operational measures, especially the lack of institutional protection of public participation. Therefore, starting with the concept of community, community cultural construction and public participation, this paper focuses on the necessity of public participation in community cultural construction, as well as the problems and causes of public participation in community cultural construction. Finally, the solution to the problem. The public lacks enthusiasm for participation, the participation subject is single, the participation group is not balanced, and the participation system and path are lacking. At the same time, drawing lessons from the practical experience of public participation in the construction of foreign community culture, this paper expounds the countermeasures to promote the participation of the public in the construction of community culture in our country, and hopes to explore through the practice of constructing the system of citizen participation from various angles, from the public, the law, the public and the law. Solve problems at three levels of society. Change the public idea, strengthen the public participation consciousness, construct the pluralistic public main body to participate in the community culture construction, perfect the public participation related laws and regulations, establish the scientific public participation system and the participation way; Build a participatory public cultural environment, create a social atmosphere of public participation, let the idea of participation in the public.
