美澳同盟的强化及其对中国的影响

【摘要】：进入21世纪以来,快速发展的亚太地区一跃成为全球最具活力的地区,在亚太地区有着重要的战略利益与经济利益的美国逐渐将重心转移至这一地区。在美国看来,如果要在全球范围内继续维系自己的霸权地位,必须加强对亚太地区的重视,美国需要制定新的亚太政策以应对这一变化。奥巴马政府上台后,正式宣布了其“重返亚太”的新战略,而调整自己的亚太同盟体系是美国实施新的亚太战略的重要内容。当前美国的亚太盟友有澳大利亚、日本、韩国、泰国以及菲律宾,其中美日同盟一直被视作是美国亚太同盟的基石,是美国在亚太地区最为重视的盟友。澳大利亚虽然与美国的渊源悠久,但是受其自身条件的限制,一直未能得到美国的重视。但是进入21世纪之后,随着亚太全球战略地位的提升,美澳同盟的重要性逐渐凸显,美国也越来越重视这一忠实的盟友,加强了对美澳同盟的关注。澳大利亚对美国“重返亚太”持支持态度,并不断调整自己的对外政策以配合美国。美澳在亚太地区利益的高度一致性,促使美澳双方不断调整强化彼此间的同盟关系以应对亚太地区的的局势变化。在美澳同盟强化的过程中,中国因素一直是一个不可忽视的重要因素,对中国的防范与遏制是促进美国强化美澳同盟的重要动机。本文以美国“重返亚太”这一新战略作为切入点,对美澳同盟在这一背景下的新的变化进行了分析梳理并探究了产生这一系列变化背后的主要原因。在此基础上分析了同盟的关系强化对中国的影响并尝试提出了中国这一趋势的应对策略。本文第一部分介绍了美澳同盟强化的理论依据与背景,本文主要研究美国重返亚太背景下的美澳同盟的发展变化。第二部分主要介绍了美澳同盟强化的具体表现以及促成其强化的主要原因。同时分析了掣肘美澳同盟进一步强化的因素。第三部分重点分析了美澳同盟的强化对中国安全环境、领土争端的解决、经贸合作以及地区合作等方面产生的影响。第四部分从经贸合作、制度建设、合作范围拓展以及民间交流等多角度提出中国在新的时期应对美澳同盟的强化影响的战略措施。
[Abstract]:Since entering the 21st century, the rapidly developing Asia-Pacific region has become the most dynamic region in the world. The United States, which has important strategic and economic interests in the Asia-Pacific region, has gradually shifted its center of gravity to this region. In the view of the United States, if we are to maintain our hegemony globally, we must pay more attention to the Asia-Pacific region, and the United States needs to formulate a new Asia-Pacific policy to cope with this change. After the Obama administration came to power, it officially announced its new strategy of "returning to the Asia-Pacific", and adjusting its Asia-Pacific alliance system is an important part of the United States' implementation of the new Asia-Pacific strategy. Currently, the U.S. Asia-Pacific allies include Australia, Japan, South Korea, Thailand and the Philippines. The US-Japan alliance has long been regarded as the cornerstone of the Asian-Pacific alliance and the most important ally of the United States in the Asia-Pacific region. Although Australia has a long history with the United States, it has not been attached importance to by its own conditions. But after entering the 21st century, with the promotion of the Asia-Pacific global strategic position, the importance of the US-Australia alliance is gradually highlighted, and the United States is also paying more and more attention to this loyal ally, which has strengthened its attention to the US-Australia alliance. Australia supports the return of the United States to the Asia-Pacific region and constantly adjusts its foreign policy to the United States. The highly consistent interests of the United States and Australia in the Asia-Pacific region have prompted the United States and Australia to constantly adjust and strengthen their alliance to cope with the changing situation in the Asia-Pacific region. In the process of strengthening the US-Australia alliance, the Chinese factor has always been an important factor that can not be ignored, and the prevention and containment of China is an important motive to promote the United States to strengthen the US-Australia alliance. Taking the new strategy of "returning to Asia and the Pacific" as the starting point, this paper analyzes the new changes of the US-Australia alliance under this background and probes into the main reasons behind these changes. On this basis, this paper analyzes the influence of the alliance relationship strengthening on China and tries to put forward the countermeasures of China's trend. The first part of this paper introduces the theoretical basis and background of the strengthening of the US-Australia alliance. This paper mainly studies the development and changes of the US-Australia alliance under the background of the return of the United States to the Asia-Pacific region. The second part mainly introduces the concrete performance of the strengthening of the American-Australian alliance and the main reasons for its strengthening. At the same time, it analyzes the factors that restrict the further strengthening of the US-Australia alliance. The third part focuses on the impact of the strengthening of the US-Australia alliance on China's security environment, the settlement of territorial disputes, economic and trade cooperation and regional cooperation. The fourth part puts forward the strategic measures for China to deal with the strengthening influence of the US-Australia alliance in the new period from the aspects of economic and trade cooperation, system construction, cooperation scope expansion and folk exchange.
