【摘要】：无障碍环境,是社会全体成员自由、平等地参与社会生活,共享社会发展成果的基本保障。无障碍环境建设的发展,是衡量国家和社会文明程度的重要条件。近年来,随着社会主义各项事业的蓬勃发展,越来越多的人,特别是以往被视为特殊人群的残疾人、老年人等有障碍群体,参与到社会生活中的渴望越来越强烈。如何让特殊人,成为社会人,如何让有障碍,成为无障碍,这些问题的解决关键就是无障碍环境建设。本文中提到的无障碍环境主要是指物质环境无障碍、信息和交流无障碍以及社会意识无障碍。论文首先对我国无障碍环境建设的现状进行了整理和分析,将其发展过程概括为萌芽、发展和成熟三个阶段,并总结了发展建设过程中取得的成果和经验,然后分别对部分城市道路和公共场所的无障碍环境建设进行了实地考察,并向不同人群发放了调查问卷,总结出建设中存在的积极性不足、混乱无序、数量不足、实用性差、破坏严重等问题。接着从制度的建设和执行、理念的建立、认识的融入等入手,分析出造成我国无障碍环境建设发展缓慢的几点原因。最后,通过借鉴国外无障碍环境建设的一些经验和做法,对我国无障碍环境建设下一步发展提出了有针对性的、切实可行的对策。
[Abstract]:Barrier-free environment is the basic guarantee for all members of society to participate in social life and share the fruits of social development freely and equally. The development of barrier-free environment is an important condition to measure the degree of national and social civilization. In recent years, with the vigorous development of socialist undertakings, more and more people, especially the disabled, the elderly and other handicapped groups, have become more and more eager to participate in social life. How to make a special person become a social person, how to make a barrier, become a barrier-free, the key to solve these problems is the construction of barrier-free environment. The barrier-free environment mentioned in this paper mainly refers to the material environment, information and communication, and social consciousness. Firstly, the present situation of the construction of barrier-free environment in China is sorted out and analyzed, and the process of development is summarized as three stages: germination, development and maturity, and the achievements and experiences obtained in the process of development and construction are summarized. Then, the paper makes a field investigation on the construction of barrier-free environment in some urban roads and public places, and distributes questionnaires to different groups of people, and concludes that there are insufficient enthusiasm, confusion, disorder, insufficient quantity and poor practicability in the construction. Serious damage, etc. Then from the system construction and implementation, the idea establishment, the cognition integration and so on, analyzes causes our country barrier-free environment construction to develop slowly several reasons. Finally, by drawing lessons from some experiences and practices of the construction of barrier-free environment in foreign countries, this paper puts forward some pertinent and feasible countermeasures for the further development of the construction of barrier-free environment in China.
