【摘要】：发展是人类永不倦怠的追求。在探寻发展的进程中,人类不断超越,勇往直前,推动了社会历史的进步。从当前的发展现状来看,人类极大地拓展了发展路径,改进了发展方式,取得了辉煌成就,但也带来了资源枯竭、环境污染、生态失衡、贫富悬殊等全球性问题。人类的发展处于成绩巨大、问题严重的叠加点。这亟需人类探寻新的发展方式,开辟出人类共同发展的黄金走廊,开拓发展的全新境界,提升人类的幸福指数。历史上曾经出现过多种多样的发展观、发展道路,都对人类社会的发展起到了重大的推动作用。但历史和现实发生的经济危机和当前存在的种种挑战告诉我们,过去一段时间风靡人类的发展理念和发展道路是一条死胡同,人类需要收拾行囊重新出发,寻找新的发展道路。面对严峻的发展形势,各国都在努力探索全新的发展模式。进入新世纪以来,中国共产党在探索发展的过程中,把中国的发展融入到全球化进程,与世界发展接轨,同国际社会交汇,在借鉴总结国内外发展的经验教训,批判继承各种发展理论的基础上,提出了科学发展观。尽管每个国家的历史、国情都不相同,彼此之间也不能照搬照抄,但各国发展成效的好坏,也能证明不同发展模式的优劣。科学发展观既是中国探寻发展方式的成果,也是对国际社会担当责任和寻求共赢的体现;不仅为中国找到了一条有效的发展道路,而且为各国探索符合世界潮流和本国国情的发展道路提供了有益借鉴,为解决世界性问题提供了思路和办法。从人类社会历史发展的纵深度出发,站在推动当今全球发展的宽广度,立足于历史眼光和世界视野的交汇点,深入而系统地研究科学发展观的世界意义,价值重大,影响深远。本文主要从五个方面对科学发展观的世界意义进行研究。第一部分研究科学发展观提出的世界意义。即从宏观视野来看,科学发展观是怎样提出的,提出后引发了人类对发展问题的哪些思考。科学发展观有着坚实的理论基础和深厚的实践根基。它是在继承和创新马克思主义发展理论、中国共产党历代领导人的发展认识,批判继承传统发展观,应对和解答发展难题,借鉴发展经验教训的基础上提出来的。这启示国际社会要正确对待人类整体发展问题,处理好本国发展与世界共同发展的关系,选择适合本国国情的发展道路。第二部分研究科学发展观理论观点的世界意义。即从具体内容来看,科学发展观是如何认识和推动发展的,这对国际社会了解和把握发展有哪些启发。“推动经济社会发展是第一要义”把对经济发展的地位提高到新层次,“以人为本”明确了“人”与“本”的内涵,进一步界定了发展主体,“全面协调可持续”完善了发展要求,“统筹兼顾”为发展方法提供了理论支撑。这些理论观点把人类对发展本质、过程、动力、标准等问题的认识提升到更高层次。第三部分研究科学发展观价值理念的世界意义。即从价值理念来看,科学发展观有什么样的价值追求和思维方式,对世界各国推进发展有哪些启示。科学发展观蕴含着实践理性、人本追求、辩证思维、开放视野,这是对世界各种发展理念的提炼升华。这启发国际社会要发挥发展观的理论价值,促进实践和理论相互促进、相得益彰;在社会各个领域开展人本实践,促进人的全面发展;科学把握发展的有限性和无限性、可能性和现实性,追求更高层次的发展;在“立己”和“达人”的彼此关照中统筹发展。第四部分研究科学发展观实践成效的世界意义。即从实际效果来看,科学发展观为人类做出了哪些贡献,对各国探索发展有什么样的借鉴。科学发展观开创了大国发展的新模式,为全球经济的发展注入了活力,为世界减贫工作贡献了力量,为解决全球性问题做出了努力。这启示世界各国要走科学发展、和平发展、跨越发展、创新发展的道路。第五部分研究科学发展观树起的国际形象。即从国际口碑来看,国际社会如何评价科学发展观,在实践中如何借鉴科学发展观。国外政要、专家学者、新闻记者对科学发展观的成效、意义高度评价,对科学发展观的发展前景、面临挑战进行了分析。同时,科学发展观引发了一系列的实践探索,发达国家、其他社会主义国家、亚非拉发展中国家在发展本国经济、应对全球性问题时,受到科学发展观的影响或者借鉴了科学发展观的经验。
