我国居家养老服务市场化供给研究

【摘要】：借鉴西方社会公共服务市场化的理论,阐述我国居家养老服务市场化供给的内涵与特点,分析面临的制约及其突破的路径。针对目前我国居家养老服务市场化供给中存在的问题和制约因素,结合当下基础和未来发展趋势,提出了加大各级政府向社会组织购买居家养老服务的力度;建立健全促进居家养老服务市场发展的法律法规;提升居家养老服务相关产业发展的水平;充分培育居家养老服务消费市场;大力推进居家养老服务领域社会组织的发展等对策建议。
[Abstract]:Based on the theory of the marketization of public services in western countries, this paper expounds the connotation and characteristics of the market-oriented supply of home pension services in China, and analyzes the constraints faced and the path of breakthrough. In view of the problems and restrictive factors existing in the market-oriented supply of home pension service in our country at present, combined with the present foundation and the future development trend, the paper puts forward that the government at all levels should increase the intensity of purchasing the home pension service from the social organization; To establish and improve the laws and regulations to promote the development of the home old-age service market; to promote the level of the development of the related industries of the home pension service; to fully cultivate the consumer market of the home old-age care service; Vigorously promote the development of social organizations in the field of home pension services and other countermeasures.
