中国参与非洲公共卫生治理:基于医药投资合作的视角

【摘要】：中非公共卫生合作计划是中非"十大合作计划"之一,其中医药投资合作是中非双方落实公共卫生合作计划的重要着力点。当前非洲卫生体系薄弱,医药市场供需矛盾突出,但医药产业潜力巨大,中国企业拓展非洲医药市场机遇与挑战并存。目前,中国对非医药投资面临产业升级和市场竞争双重压力,投资规模普遍较小,医药企业"重生产、轻流通",国际市场开拓能力不足,医药"走出去"系统支持有待进一步强化。未来几年,中国应抓住对非医药产能合作机遇和投资窗口期,加强市场研究和前期规划,进一步提升投资合作层次,加大金融支持力度,探索医药领域"投援结合",增强企业投资能力,同时力促将中国医药标准与非洲医药标准实现互认互通,选择重点非洲国家,探讨打造"非洲药房"。
[Abstract]:The China-Africa public health cooperation plan is one of the "ten cooperative plans" between China and Africa, in which the cooperation on medicine investment is an important focus for the implementation of the public health cooperation plan between China and Africa. The current health system in Africa is weak and the contradiction between supply and demand in the pharmaceutical market is prominent, but the potential of the pharmaceutical industry is huge. Chinese enterprises have both opportunities and challenges to expand the African pharmaceutical market. At present, China's investment in non-pharmaceutical industries is under the dual pressure of industrial upgrading and market competition. The scale of investment is generally relatively small, pharmaceutical enterprises "attach importance to production and light circulation," and the ability to open up international markets is insufficient. Medical "going out" system support needs to be further strengthened. In the next few years, China should seize the opportunities and investment window for non-pharmaceutical capacity cooperation, strengthen market research and early planning, further raise the level of investment cooperation, and increase financial support. To explore the "combination of investment and aid" in the field of medicine, to strengthen the investment ability of enterprises, at the same time to promote the mutual recognition of Chinese medical standards and African medical standards, to select key African countries, and to explore how to build "African pharmacies".
