IMF对韩援助成效制约因素的国际政治经济学分析

【摘要】：亚洲金融危机中对韩国的援助是IMF引以为荣的成功案例。本文希望从既往研究关注不够的国内政治、国际关系两个方面(包括双方的互动),对上世纪末亚洲金融危机中IMF对韩国援助的个案做一分析。美韩之间的同盟关系是韩国与IMF进行博弈的关键因素。而韩国政府将以自由化、市场化为导向的IMF改革方案与韩国的国情、政情、民情较好地结合起来,在危机中以较低的转型成本换来很好效果,这既与当时韩国良好的国内政治秩序以及金大中政府的执政能力有关,也得益于韩国特殊的地缘政治位置和韩美同盟关系。
[Abstract]:Aid to South Korea during the Asian financial crisis was a IMF success story. This paper hopes to make an analysis of the case of IMF aid to Korea in the Asian financial crisis at the end of the last century from the aspects of domestic politics and international relations which have not been paid enough attention to (including the interaction between the two sides). The alliance between the United States and South Korea is a key factor in the game between South Korea and IMF. And the South Korean government will combine the liberalization and market-oriented IMF reform program with the national conditions, political conditions, and public sentiment of South Korea, so as to achieve good results in the crisis with lower transition costs. This is not only related to South Korea's good domestic political order and the ruling ability of Kim Dae-jung 's government, but also to South Korea's special geopolitical position and its alliance with the United States.
