新型城镇化下我国农村养老服务业的发展探讨

【摘要】：十八大以来,党中央高度重视城镇化的发展,提出了比传统城镇化更为“新”的发展理念——新型城镇化,但在实际发展中很多地方政府由于受到传统城镇化、二元经济结构等思想的影响,在“新型城镇化”的理解上还有偏差,使得在城镇化进程中城乡差距在某些方面有所加大,暴露出很多问题。如果不解决传统城镇化下出现的问题和新型城镇化下产生的新问题,在城镇化进程中就可能会导致“新的二元经济结构”的产生。本文从养老服务业发展的角度,探析城镇化进程中制约我国农村养老服务业的因素,提出新型城镇化下我国农村养老服务业的发展路径。农村养老服务业作为农村经济的重要组成部分,在未来的发展中,不仅有利于“三农”问题的解决,城乡差距的缩小,而且能维护农村老年人的切身利益,有利于缓解农村社会的不稳定因素,对于统筹城乡区域发展目标的实现和建设社会主义新农村都有积极的作用。但我们看到在城镇化进程中,出现一系列问题阻碍了农村养老服务业的发展。传统城镇化下存在的问题积累已久,与之相比,新型城镇化下产生的新问题却更为突出,也应引起我们的高度关注。在这一背景下,本文试图结合我国对农村养老服务业发展的要求,通过分析我国城镇化进程中出现的问题,在借鉴国外发展养老服务业的经验基础上,探讨出在新型城镇化下发展我国农村养老服务业的对策。
[Abstract]:Since the 18th CPC National Congress, the CPC Central Committee has attached great importance to the development of urbanization, and put forward a development concept that is more "new" than the traditional urbanization. However, in the actual development, many local governments have been subjected to traditional urbanization. Due to the influence of dual economic structure and other ideas, there is still a deviation in the understanding of "new urbanization", which makes the gap between urban and rural areas widen in some aspects and exposes a lot of problems in the process of urbanization. If we don't solve the problems under the traditional urbanization and the new problems under the new urbanization, it may lead to the emergence of the "new dual economic structure" in the process of urbanization. From the perspective of the development of the old-age service industry, this paper explores the factors restricting the rural old-age service industry in the process of urbanization, and puts forward the development path of the rural old-age service industry in China under the new urbanization. As an important part of the rural economy, the rural old-age service industry is not only conducive to solving the "three rural" problems and narrowing the gap between urban and rural areas, but also can safeguard the vital interests of the elderly in rural areas. It is helpful to alleviate the unstable factors of rural society and has a positive effect on the realization of regional development goal of urban and rural areas as well as the construction of new socialist countryside. However, we see that in the process of urbanization, a series of problems hinder the development of rural pension services. The problems existing in the traditional urbanization have accumulated for a long time, compared with the new urbanization, the new problems are more prominent, and should be highly concerned by us. Under this background, this article attempts to combine our country to the rural old-age service industry development request, through the analysis our country urbanization process appears question, in drawing lessons from the overseas development pension service industry experience foundation, This paper discusses the countermeasures to develop the rural old-age service industry under the new urbanization.
