俄国宪政体制的变化及影响

【摘要】：一个国家的发展是具有很强的历史连续性的,对于俄国这样一个民族众多、帝国传统深厚、经济文化发达的大国而言,也是如此。本文通过对沙俄时代宪政体制、苏联时代宪政体制的更迭到当代俄罗斯宪政制度的形成三个阶段,纵向介绍俄国的宪政体制变化及影响。本文着重研究俄罗斯宪政体制确立的整体进程,通过对俄罗斯宪政体制及其发展趋势的分析,俄罗斯政治体制转型的过程充满了曲折和反复。代表不同阶层利益的各种政治势力之间的激烈斗争贯穿于整个俄罗斯转型时期,还有改革过程中面对的严峻国际形势,俄罗斯宪政体制确立还受到其历史文化传统的深刻影响。俄罗斯宪政体制日渐成熟,使得俄罗斯经济政治都得到了显著的提高,整个俄罗斯的综合国力也得到了稳固的提升,国际地位也不断增强。但其宪政体制也有其自身的局限。对周边国家和中国都产生了深远的影响,我们在向其学习的时候要取其精华,去其糟粕。

This article introduces the three stages of the formation of the constitutional system in the era of Russia, the change of the constitutional system in the Soviet era and the formation of the contemporary Russian constitutional system.
