大数据促进公民网络话语权提升路径研究

【摘要】：网络技术的深入发展与中国社会转型期的历史阶段在时空上的耦合,导致虚拟的网络空间成为一个崭新的社会场域。网络营造了更加开放的话语环境,提供了更加多样的话语渠道,为公众多元话语表达提供了新的空间,日益成为各类社会主体关注舆论、发表言论、交流看法、表达诉求、公开信息的重要平台。所谓公民网络话语权,是指公民个人或者群体在网络中自我表达的权利,通过不同个体或人群对公共事务表达自我意见,进而形成集合意见,对社会舆论导向和政府管理部门政策制定带来的影响力。与传统话语权相比,公民网络话语权主体的平民化、生成的自发化、表达的自由化、观点的多元化等特征十分显著,以一种独特方式对社会精神文明、政治文明等产生重要影响。当前,公民网络话语权在实践上还存在非理性、随意性、无序性等诸多问题,直接间接导致公民网络话语权积极价值的发挥。面对这一崭新社会问题,传统话语权理论和实践失灵,如何从理论和实践的结合上进行系统深入研究,确保公民正确运用、有效行使网络话语权成为重大时代课题。大数据作为计算技术的最新形态,具有多种独特优势和重要社会价值,为我们开展和深化公民网络话语权研究提供了新的视角、思维、工具和方法。充分而恰当利用大数据技术,深入揭示大数据与公民网络话语权的内在逻辑关联,通过构建大数据运用体系增强公民网络话语权的精准性,构建法治体系增强公民网络话语权提升的规范性,构建主体网络素养培育机制增强公民网络话语权提升的能动性,构建支持保障体系增强公民网络话语权提升的安全性,对于深化研究、提升公民网络话语权具有重要理论价值和实践意义。
[Abstract]:With the further development of network technology and the historical stage of Chinese social transformation, the coupling of time and space leads to the virtual cyberspace becoming a new social field. The network has created a more open discourse environment, provided more diverse discourse channels, provided a new space for the public to express pluralistic discourse, and has increasingly become a variety of social subjects to pay attention to public opinion, express opinions, exchange views, and express their demands. An important platform for publicizing information. The so-called citizens' right to speak on the Internet refers to the right of individual citizens or groups of citizens to express themselves in the network, expressing their own opinions on public affairs through different individuals or groups, and then forming collective opinions. Influence on public opinion orientation and government management policy making. Compared with the traditional discourse right, the citizen's network discourse right is characterized by the populace, the spontaneous formation, the liberalization of expression, the diversity of views, and so on, which has a unique way to the spiritual civilization of the society. The political civilization and so on produces the important influence. At present, there are still many problems in practice, such as irrationality, arbitrariness and disorder, which directly or indirectly lead to the exertion of the positive value of citizens' network discourse rights. In the face of this new social problem, the theory and practice of traditional discourse rights fail. How to make a systematic and in-depth study from the combination of theory and practice to ensure the correct use of citizens to effectively exercise the right to speak on the Internet has become a major topic of the times. As the latest form of computing technology, big data has a variety of unique advantages and important social value, which provides us with a new perspective, thinking, tools and methods to carry out and deepen the research of citizens' network discourse rights. Make full and proper use of big data technology, deeply reveal the inherent logical relation between big data and citizen's network discourse right, and strengthen the precision of citizen's network discourse right by constructing big data application system. Construct the system of rule of law to enhance the normative of citizens' network discourse rights, construct the cultivation mechanism of subjective network literacy to enhance the initiative of citizens' network discourse rights, and build support system to enhance the security of citizens' network discourse rights. It has important theoretical value and practical significance for deepening research and promoting citizen's network discourse right.
