城市多民族聚居社区治理中居民参与研究

【摘要】：居民与政府当局共同建设社会格局,并共同享有社会建设成果,已经成为社会治理的新方向,而社会治理的中心必须落实到城乡、社区。随着城镇化进程的演进,越来越多的少数民族人口跨越族缘、地缘、血缘等界线流入到城市建设当中,产生了具有民族特殊性的城市多民族聚居社区。通过剖析城市多民族聚居社区治理中的居民参与,既可丰富民族学、社会学等相关学科理论,提升城市多民族聚居社区治理水平,从而引领城市综合社会治理能力的全面提升,为解决城市民族公共治理问题提供现实依据。基于此,本文首先梳理并评价国内外的相关研究成果,总结学者们在此方面积累的成功经验和存在的不足,提出本文的研究思路与逻辑框架,然后对居民参与和社区治理等概念与内涵加以系统界定,为居民参与城市多民族聚居社区治理这一主题奠定理论基础。接下来,通过调查问卷和深度访谈的方式详细了解以广西南宁为代表的多民族聚居社区的居民如何理解并怎样参与社区治理,分析参与价值,同时对参与现状进行客观系统的评价。在此基础上,深度剖析城市多民族聚居社区治理中居民参与存在的客观问题,并对可能面临的现实挑战进行探究,分析推进我国城市多民族聚居社区居民共商、共治、共建、共享的社区治理的改进方向。最后基于美国、新加坡和日本等国家多族群聚居社区治理实践,反思我国存在的不足,并借之探寻符合我国实际的城市多民族聚居社区居民参与可操作性方案,并认为实现我国居民参与多民族聚居社区社会治理的路径,主要包括七个方面:即:强化族际间信任网络以提高居民归属感与政治互信;建设多语化信息平台以实现居民参与的信息化与常态化;培育包容性公共精神以促进居民理性参与和有序参与;构建中华民族共同体以突破居民参与集体行为困境;完善基层民族自治制度以击碎居民参与的体制性障碍;建多元协商制以达成民族共识基础实现共商共治;共享参与成果以保障居民参与的民族化与长态化。
[Abstract]:It has become a new direction of social governance for residents and government authorities to build a social pattern and enjoy the fruits of social construction together, and the center of social governance must be implemented to urban and rural areas and communities. With the evolution of the urbanization process, more and more ethnic minorities cross the boundaries of ethnic, geographical, blood and other boundaries into urban construction, resulting in a multi-ethnic community with ethnic particularity. By analyzing the participation of residents in the governance of multi-ethnic communities, it can enrich the theories of ethnology, sociology and other related disciplines, and promote the level of governance of multi-ethnic communities in cities, thus leading to the overall improvement of the comprehensive social governance ability of cities. To solve the problem of urban national public governance to provide a realistic basis. Based on this, this paper firstly combs and evaluates the related research results at home and abroad, summarizes the successful experiences and shortcomings accumulated by scholars in this field, and puts forward the research ideas and logical framework of this paper. Then, the concept and connotation of residents' participation and community governance are defined systematically, which lays a theoretical foundation for residents' participation in the theme of community governance of multi-ethnic communities in cities. Then, through the way of questionnaire and in-depth interviews, we can understand how the residents of the multi-ethnic communities in Nanning, Guangxi, understand and participate in community governance, and analyze the value of participation. At the same time, the present situation of participation is evaluated objectively and systematically. On this basis, the paper deeply analyzes the objective problems of residents' participation in the governance of multi-ethnic communities in cities, and probes into the practical challenges that may be faced, and analyzes and promotes the co-negotiation, co-governance and co-construction of the residents of multi-ethnic communities in cities in China. Share the direction of community governance improvement. Finally, based on the practice of governance of multi-ethnic communities in the United States, Singapore and Japan, we reflect on the shortcomings of our country, and use it to explore the operable scheme for the participation of residents of multi-ethnic communities in cities in accordance with the reality of our country. It is considered that the path to realize the residents' participation in the social governance of multi-ethnic communities mainly includes seven aspects: strengthening the inter-ethnic trust network to enhance the residents' sense of belonging and political mutual trust; To build a multilingual information platform to realize the informatization and normalization of residents' participation; to foster inclusive public spirit to promote rational and orderly participation of residents; to build a community of the Chinese nation to break through the plight of residents' participation in collective behavior; To improve the grass-roots ethnic autonomy system to break down the institutional barriers to the participation of residents; to build a pluralistic consultation system to reach a national consensus to achieve common understanding to achieve common governance; to share the results of participation in order to ensure that residents participate in the nationalization and long-term.
