公建民营养老机构运营模式

【摘要】：正老年人口数量大,人口老龄化发展速度快,成为我国经济和社会发展中一个重大的带有战略性的问题[1]。早在2006年,国家提出构建"以居家养老为基础,社区养老为依托,机构养老为保障"的养老服务体系。但是,核心家庭越来越多已渐渐成为主导性家庭模式,养老模式不再只是依靠子女养老[2]。家庭的养老功能逐渐弱化,即使实行全面二孩的政策,也不能在短期内改变这一现状。另外,社区养老模式虽然有其优势,但还未得到普及。所以,机构养老的补充保障作用尤为重要。
[Abstract]:The large number of the aged population and the rapid development of the aging population have become a major strategic problem in the economic and social development of our country [1]. As early as 2006, the government proposed to build a pension service system based on the family pension, based on the community pension, and supported by the institutional old-age care. However, more and more nuclear families have gradually become the dominant family model. The pension function of the family is gradually weakened, even if the policy of two-child can not change this situation in the short term. In addition, although the community pension model has its advantages, but has not been popularized. Therefore, the supplementary protection role of institutional pension is particularly important.
