政治学框架中的制度构建探析

【摘要】：政治学在广义上来说，是一门研究在一定经济基础之上的社会公共权力的活动及其发展规律的社会科学学科，而所有社会公共权力的活动载体都是人及人存在的社会环境和自然环境。因此，，也可以说政治学是研究人与人、人与社会、人与自然的学科，其任务是要解释人类在现实生活中的基本行为，进而构建出规范人行为的制度。然而人和制度都是具体的、历史的，在不同的社会历史时期和生产力发展阶段都会有不同的制度，不同时期的社会制度总是同这个社会历史时期的政治、经济、文化状况相适应的。制度关注社会发展更关注人的需求，历史上任何制度的产生都是受到了人类的各个方面需求的影响，然而制度反过来也影响着人们的选择和促进着人们的发展，人的需求在很大程度上会受到制度和社会环境的影响，存在着社会性的一面。无论是经济改革还是社会转型，都表现为相应体制的完善和制度的变迁，从政治学角度来阐述中国改革的目的，即以公平和正义为前提建立一个高效的市场经济体系，将高效经济体制与核心价值体系有机结合起来，建立富有中国特色的社会主义制度，实现和谐社会。因此，在政治学的框架中研究社会制度的构建尤为重要且具有实际意义。本文以人的需求为出发点，促进人的全面发展为目的，结合制度协调社会利益关系的本质，研究人、组织与制度的互动机理，通过论述不同时期制度的形成和发展，得出不同阶段的社会制度正义观也是有所不同，并具体分析制度变迁过程中形成、发展和完成阶段的具体特征，以及制度的构成基础及发展要求，为探究制度构建提供实践依据和理论支持。
[Abstract]:In a broad sense, political science is a social science subject that studies the activities and development laws of social public power on the basis of a certain economic foundation. The social environment and natural environment are the carriers of all social public power. Therefore, it can also be said that political science is a subject of studying man and man, man and society, and man and nature. Its task is to explain the basic behavior of human beings in real life and to construct a system to regulate human behavior. However, people and institutions are concrete and historical, and there will be different systems in different periods of social history and the development of productive forces. The social systems of different periods are always the same as the politics and economy of this period of social history. Adapted to cultural conditions. The institution pays more attention to the social development and pays more attention to the human needs. In the history, any institution is influenced by the needs of all aspects of human being, but the institution also affects people's choice and promotes people's development. Human needs are influenced by institution and social environment to a great extent. Both economic reform and social transformation are manifested in the perfection of the corresponding system and the changes of the system. From the angle of political science, the purpose of China's reform is to establish an efficient market economy system on the premise of fairness and justice. By organically combining the efficient economic system with the core value system, a socialist system with Chinese characteristics is established to realize a harmonious society. Therefore, it is of great importance and practical significance to study the construction of social system in the frame of political science. This paper takes the human needs as the starting point, promotes the overall development of human beings, studies the interaction mechanism of human, organization and institution, and discusses the formation and development of institutions in different periods by combining the essence of institutional coordination of social interests, and studying the interactive mechanism of human beings, organizations and institutions, through discussing the formation and development of institutions in different periods. It is concluded that the concept of social system justice is different in different stages, and the specific characteristics of the formation, development and completion stage in the process of institutional change are analyzed, as well as the constitution foundation and development requirements of the system. To explore the construction of the system to provide practical basis and theoretical support.
