浙江省宁海县农民政治参与问题及对策研究

【摘要】：我国农村实行的村民自治制度,已经取得了显著成效,趋于稳健发展阶段。但是,由于各种原因,农民政治参与的水平参差不齐。论文以浙江省宁海县为主要研究对象,研究的主题是农民的政治参与问题,对浙江省宁海县农民的政治参与发展历程、农民的政治参与的现状、目前存在的具体问题及其产生的原因进行探讨,并提出浙江省宁海县农民改进和完善政治参与方式方法的对策。首先,论文结合国内外研究成果进一步明确了农民政治参与的概念和意义。农民政治参与是指农民投身或依托各类基层管理机构,在民主议事、决策、选举、监督及管理等各种活动中的政治参与活动,包括了基层民主政治建设、农村经济社会发展与维护社会安全稳定等各个方面。其次,论文对建国以来宁海县农民政治参与的发展历程作了认真的研究和梳理,进一步分析了浙江省宁海县农民政治参与存在的现状与问题。浙江省宁海县农民政治参与的主要形式包括参加人民代表的选举、参加村民自治活动、参与信访与诉讼活动、政治接触、其他非制度化的政治参与等几个方面。从当前存在的主要问题及产生原因来看,主要体现在农村民主政治的主客观条件还不是很完备、政治参与的基层基础条件差、农民政治权益意识缺失、总体政治素养不高、村级组织和村干部引导能力不足等方面。论文在最后还探讨了促进浙江省宁海县农民政治参与的一些措施和对策。完善村民自治制度,保障参与主体广泛性;大力发展农村经济,改善农民政治参与的基础条件;增强农民的参与意识,实现参与过程自主性。论文基于作者在浙江省宁海县多年的基层工作实践,了解当地农民群众政治参与的现状,在此基础上研究和探索宁海地区农民有序政治参与的普遍性问题及典型问题,并提出相应的对策,这对提高当前农民政治参与水平,加快基层民主政治建设具有重大现实意义。
[Abstract]:The system of villager autonomy in rural areas has achieved remarkable results and tends to steady development stage. However, due to various reasons, the level of political participation of farmers is uneven. This paper takes Ninghai County of Zhejiang Province as the main research object, the research topic is the farmer's political participation, the development course of the farmer's political participation, the present situation of the farmer's political participation in Ninghai County of Zhejiang Province, the thesis takes the Ninghai County of Zhejiang Province as the main research object. The concrete problems and their causes are discussed, and the countermeasures of improving and perfecting the ways and methods of political participation of farmers in Ninghai County, Zhejiang Province are put forward. Firstly, the paper clarifies the concept and significance of farmers' political participation in combination with domestic and foreign research results. The political participation of peasants refers to the political participation of peasants in various activities such as democratic deliberation, decision-making, election, supervision and management, including the construction of grass-roots democratic politics, relying on or relying on all kinds of grass-roots administrative institutions. Rural economic and social development and maintenance of social security and stability and other aspects. Secondly, the paper makes a serious research and combing on the development course of the farmers' political participation in Ninghai County since the founding of the people's Republic of China, and further analyzes the present situation and problems of the peasants' political participation in Ninghai County, Zhejiang Province. The main forms of farmers' political participation in Ninghai County of Zhejiang Province include participation in the election of people's representatives, participation in villagers' autonomy activities, participation in petition and litigation activities, political contacts, other non-institutionalized political participation and so on. From the point of view of the main existing problems and the causes, they are mainly reflected in the fact that the subjective and objective conditions of rural democratic politics are not very complete, the basic conditions of political participation are poor, the awareness of peasants' political rights and interests is lacking, and the overall political literacy is not high. Village level organization and village cadre guide ability is insufficient wait for respect. Finally, the paper discusses some measures and countermeasures to promote farmers' political participation in Ninghai County, Zhejiang Province. Improve the system of villager autonomy to ensure the universality of the main body; vigorously develop the rural economy, improve the basic conditions of farmers' political participation; enhance the farmers' participation consciousness, and realize the autonomy of the participation process. Based on the author's practice at the grass-roots level in Ninghai County, Zhejiang Province for many years, the author understands the current situation of the local farmers' political participation, and on this basis studies and explores the common and typical problems of farmers' orderly political participation in Ninghai. It is of great practical significance to improve the current level of farmers' political participation and speed up the construction of grass-roots democratic politics.
