【摘要】：中国共产党领导的多党合作制度,不同于其他国家的“两党制”、“多党制”或“一党制”,而是一种具有其他政党制度无法比拟的新型政党制度。坚持中国共产党领导的多党合作,进一步完善多党合作机制,有利于提高执政党的执政能力和执政水平,有利于提高参政党的参政议政能力,有利于推进社会主义民主政治建设,有利于凝聚社会各界的力量,为社会主义现代化建设服务。目前,我国已经进入到全面建成小康社会及构建社会主义和谐社会的重要阶段,改革更是进入全面攻坚阶段,如何更好的加强合作,团结各民主党派的力量,充分发挥他们的作用,成为我们必须思考的问题。党的十八大报告指出,我们要坚持和完善中国共产党领导的多党合作和政治协商制度,充分发挥人民政协作为协商民主重要渠道作用,围绕团结和民主两大主题,推进政治协商、民主监督、参政议政制度建设。建国60多年来,中国共产党领导的多党合作机制经历了初步形成、遭到破坏、恢复发展及逐步完善的历史过程,在这个过程中,取得许多非常重要的成果:一是健全了政治协商机制,包括建立了政治协商统筹协调机制、政治协商议题提出机制、政治协商多方联动机制,使协商内容规范化,协商形式程序化。二是完善了参政议政机制,对发挥各民主党派在人民代表大会中的作用、举荐民主党派成员、无党派人士担任各级政府及司法机关的领导职务的原则和程序、进一步发挥民主党派在人民政协中的作用以及对发现和培养人才机制等都做出了明确的规定。三是规范了民主监督机制,民主监督的范围不断扩大,民主监督的途径有序拓展,民主监督的条件逐步完善。四是民主党派自身建设取得了很大进步,各民主党派按照执政党建设与参政党建设互相促进的要求,以加强参政议政能力建设与进步性广泛性建设为主线,坚定不移地走中国特色政治发展道路,大力加强思想建设、组织建设、作风建设和制度建设,切实提高了政治把握能力、参政议政能力、合作共事能力和组织协调能力。同时,多党合作机制在发展中也还存在一些问题:一是政治协商制度还不够健全,协商过程还不够民主;二是现实社会物质条件的制约影响了民主党派参政议政的有效性;三是权力缺乏监督与制约的问题尚待进一步解决;四是民主党派充分发挥自身作用尚面临诸多问题等。为了进一步健全和完善中国共产党领导的多党合作机制,必须从以下几个方面努力:一是增强政治协商的意识、加强政治协商的制度建设和程序建设来健全和完善我国的政治协商机制,增强政治协商的民主性和科学性;二是充分发挥参政党参与国家政权建设、政治协调、组织动员、参政议政、联系群众等独特功能来健全和完善我国的参政议政机制,保证民主党派切实参与国家政权建设和社会管理;三是营造良好的社会氛围、构建多元渠道、提高整体素质来增强民主监督的约束力和实效性;四是增强民主党派自身的参政意识、组织意识来保持民主党派旺盛的生命力。坚持和完善中国共产党领导的多党合作和政治协商制度,是中国特色社会主义发展道路一条重要的成功经验,是推动中国经济政治社会科学发展的重要制度基础,是以中国共产党为代表的中国人民对人类政治文明的伟大贡献。为适应国际国内形势的深刻变化,发展社会主义民主政治,建设社会主义政治文明,我们必须坚定不移地坚持中国共产党领导的多党合作制度,进一步完善多党合作机制,焕发出我国政党制度的新的生机与活力,为改革开放和社会主义现代化建设提供强劲的动力。
