湖北省恩施州利川市城市社区网格化管理研究

【摘要】：社会管理创新是党中央在社会发展新形势下提出的一项重大战略部署,创新社会管理的思路和方法,不仅能提高社会管理的效能和水平,更能有力地维护社会的和谐与稳定。全国各地都在不断地深入推进社会管理的创新,城市社区网格化管理作为其中一项重要举措被广泛推行。社区网格化管理是以社区为载体,进行网格划分,打破了传统条块分割、各自为政的管理混乱的局面,通过整合资源,合理配置资源,实现城市管理系统的高效运转。本文以湖北省恩施州利川市为研究对象,进行了调查研究工作,深入细致的了解到了该市网格化管理的现状,对网格化管理的组织体系、管理流程、管理模式和制度建设,以及信息化平台的建设和运行状况都有比较详细的介绍,对取得的初步成效也有一定的阐述。以北京东城区和上海长宁区两地为典型案例,分析他们的具体做法,借鉴其先进经验,为利川市的社区网格化建设提供新的工作思路和工作方法。同时,还针对居民对社区网格化管理的满意程度设计了调查问卷,并进行随机抽样调查,利用SPSS软件对调查所得数据进行了统计,分析得到利川市社区居民群众对该市推行网格化管理建设的满意程度,不满意之处以及相关意见建议,为该市网格化管理后续工作提供了改进和完善的方向。本文在调查反馈所得的信息基础之上,从体制机制方面、平台建设与利用方面、网格员队伍建设管理方面和民众参与度四个方面,对该市存在的问题进行了分析;也提出了完善网格化管理的对策建议,即抓好制度建设;提高网格员待遇,提升网格员素质;加强宣传引导与群众自治,提高参与度;进一步深化信息平台的功能应用。
[Abstract]:The innovation of social management is an important strategic arrangement put forward by the CPC Central Committee under the new situation of social development. Innovating the ideas and methods of social management can not only improve the efficiency and level of social management, but also maintain social harmony and stability. The innovation of social management is being promoted all over the country. As one of the important measures, urban community grid management has been widely carried out. Community grid management is to take the community as the carrier to divide the grid, break the situation of the traditional fragmented management chaos, through the integration of resources, reasonable allocation of resources, to achieve the efficient operation of urban management system. This paper takes Lichuan City, Enshi Prefecture, Hubei Province as the research object, carries on the investigation and research work, has deeply and meticulously understood the present situation of the grid management in the city, to the grid management organization system, the management process, the management pattern and the system construction, The construction and operation of information platform are introduced in detail. Taking Dongcheng District of Beijing and Changning District of Shanghai as typical cases, this paper analyzes their concrete methods, draws lessons from their advanced experience, and provides new working ideas and methods for the construction of community gridding in Lichuan City. At the same time, a questionnaire was designed for residents' satisfaction with the grid management of the community, and a random sampling survey was carried out. The data obtained from the survey were analyzed by using SPSS software. Through the analysis of the satisfaction degree of the residents of the community in Lichuan city with the implementation of grid management construction in the city, the dissatisfactory points and relevant suggestions are given, which provide the direction for improvement and perfection of the follow-up work of the grid management in the city. On the basis of investigation and feedback information, this paper analyzes the problems existing in the city from the aspects of system and mechanism, platform construction and utilization, grid staff construction and management, and popular participation. It also puts forward the countermeasures and suggestions to perfect the grid management, that is, to do a good job in system construction, to improve the treatment of grid workers, to improve the quality of grid workers, to strengthen propaganda and guidance and to improve the participation degree, and to further deepen the functional application of the information platform.
