昆明市盘龙区社区“五级治理”研究

【摘要】：在知识爆炸和信息膨胀、经济市场化的今天,社区的重要性越来越显著,它不仅是城市的最基本的管理单元,更成为政府公务服务重要窗口,是社区居民生活、实现社会化过程的重要空间,社区管理工作也成为影响价值观念的主因之一。社区不仅是政府管理的重要助手,还承担着政府在改革转移的许多工作。当前,旧的社区管理模式不再适应社会的发展,以北上广为代表的发达城市已经开始利用互联网+,积极探索全面、完善、创新的社区治理模式,并开始向全国推广。本文以治理理论作为指导,通过文献研究、问卷调查以及采取访谈、案例分析等方法对资料进行理论分析,并对当前社区治理中比较典型的模式进行研究,同时结合昆明市盘龙区社区“五级治理”实施的现状及在各社区所作的调查问卷数据,探讨社区“五级治理”的中的优缺点及理由,借鉴国内外其他的社区治理模式的成功经验,阐述了昆明市盘龙区社区“五级治理”的改进方式,指出广大的中小型城市社区治理中,要形成街道办事处、社区居委会与社区居民共同合作、共同参与的“和谐治理”社区模式。总之,通过本文的论述,旨在解决如下几个方面的问题:一是要以制度建设为引领,做好顶层设计,建立健全完善的社区“五级治理”政策法规;二是以透明公开的审核制度为基础,培育社区社会组织,发展多元社区治理主体,提高社区自治能力;然后是以构建“五级治理”运行的网格管理体制为重点,建设好信息综合平台、打造复合型团队人才、健全盘龙社区“五级治理”的考评、激励、监督体系,确保社区“五级治理”正常运行。
[Abstract]:Today, with the explosion of knowledge, the expansion of information and the marketization of the economy, the importance of the community is becoming more and more obvious. It is not only the most basic management unit of the city, but also an important window for the government's public service and the life of the community residents. Community management has become one of the main factors influencing values. Community is not only an important assistant of government management, but also a lot of government work in reform and transfer. At present, the old community management model is no longer adapted to the development of society. The developed cities widely represented in the north have begun to use the Internet, actively explore the comprehensive, perfect and innovative community governance model, and begin to promote it to the whole country. Under the guidance of governance theory, this paper makes a theoretical analysis of the data through literature research, questionnaire investigation, interviews and case studies, and studies the typical models of community governance. At the same time, based on the present situation of the implementation of "level 5 governance" in Panlong District of Kunming City and the questionnaire data made in each community, the advantages and disadvantages of "level 5 Governance" in the community and the reasons for it are discussed. Based on the successful experiences of other community governance models at home and abroad, this paper expounds the improvement methods of "five levels of community governance" in Panlong District, Kunming City, and points out that street offices should be formed in the community governance of the vast number of small and medium-sized cities. Community neighborhood Committee and community residents work together to participate in the "harmonious governance" community model. In short, through the discussion of this paper, the purpose is to solve the following problems: first, we should take the system construction as the guide, do a good job in the top-level design, and establish a sound community "five-level governance" policies and regulations; Second, on the basis of transparent and open auditing system, to cultivate community social organizations, to develop pluralistic community governance subjects and to improve community autonomy; and then to build a grid management system run by "five levels of governance". Build a good information comprehensive platform, create a complex team talents, improve the Panlong community "five-level governance" evaluation, incentive, supervision system to ensure the community "five-level governance" normal operation.
