【摘要】：在协商民主中,政党协商是其很重要的一个组成部分,它是一种由中国共产党领导各民主党派,坚持协商于决策之前和决策实施之中,就党和国家重大方针政策和重要事务进行的政治协商。制度是人类文明的产物,是对人们行为规范的一种约束,人类社会的发展离不开制度创新的推动。中国特色政党协商制度是在经历了一定的发展阶段,不停地累积经验后逐步形成的,展现了我国多党合作和政治协商的精神,在党和国家工作大局中具有不可或缺的重要地位和作用。本文主要包括以下几个部分:绪论部分,首先对本文以中国特色政党协商制度研究作为研究对象的目的及意义给予了说明,然后概括了国内和国外学者从不同的角度对此研究对象所研究到的程度,最后点明了本文是如何进行研究的以及有何创新。正文第一部分,首先,根据不同学者对于协商民主概念的理解,对协商民主的内涵给予了总结,随之对政党协商的含义加以了概述;其次,从理论基础和文化渊源两方面对中国特色政党协商制度的形成进行了详细的论述。理论基础主要涉及马克思主义,文化渊源主要是“和合”文化和民本思想;最后,对中国特色政党协商制度在几个不同时期的发展进行了梳理。正文第二部分,从多个角度出发对中国特色政党协商制度的整个内容体系进行了系统的论述,主要包括协商中所涉及到的一些基本要素以及其整个协商是如何运行的等。这可以说是本文比较重要的一部分,对于全面理解中国特色政党协商制度起着十分重要的作用。正文第三部分,对中国特色政党协商制度从其实质方面加以了分析,主要包括体现人民当家作主,坚持党的群众路线等;通过对比西方政党协商制度,总结出了我国政党协商制度协商主体高层次性、协商过程有序性以及协商内容广泛性的特点;根据我国的基本国情对发展政党协商制度的意义作出了归纳。正文第四部分,在全面系统地研究中国特色政党协商制度后,归纳出了其目前还存在的一些问题,并对每个问题进行认真的分析,提出了一些相应的完善建议。
[Abstract]:In deliberative democracy, political party consultation is a very important part of it. It is one in which the Communist Party of China leads the democratic parties and insists on consultation before and during the implementation of decision-making. Political consultation on major principles and policies and important affairs of the Party and the state. Institution is the product of human civilization and a kind of restriction to people's behavior standard. The development of human society can not be separated from the promotion of system innovation. The political party consultation system with Chinese characteristics has gradually formed after going through a certain stage of development and continuously accumulating experience, showing the spirit of multi-party cooperation and political consultation in our country. In the overall situation of the party and state work has an indispensable important position and role. This paper mainly includes the following parts: introduction, first of all, the purpose and significance of the research on the political party consultation system with Chinese characteristics are explained. Then summarized the domestic and foreign scholars from different angles of this study of the degree of research, and finally pointed out how this article is carried out and how to innovate. The first part of the text, first of all, according to different scholars' understanding of the concept of deliberative democracy, the connotation of consultative democracy is summarized, followed by a summary of the meaning of political party consultation; secondly, The formation of political party consultation system with Chinese characteristics is discussed in detail from theoretical basis and cultural origin. The theoretical basis mainly involves Marxism, the cultural origin is mainly the "harmony" culture and the people-oriented thought; finally, the development of the political party consultation system with Chinese characteristics in several different periods is combed out. The second part of the text discusses the whole content system of the political party consultation system with Chinese characteristics from many angles, mainly including some basic elements involved in the negotiation and how to operate the whole negotiation. This is an important part of this paper and plays an important role in the overall understanding of the political party consultation system with Chinese characteristics. The third part of the text analyzes the political party consultation system with Chinese characteristics from its substantive aspects, mainly including the embodiment of the people as the master of the country, adhere to the mass line of the party, etc. By comparing the western political party consultation system, This paper summarizes the characteristics of the main body of consultation of political party consultation system in our country, the order of negotiation process and the universality of negotiation content, and sums up the significance of developing political party consultation system according to the basic conditions of our country. The fourth part of the text, after a comprehensive and systematic study of the consultation system of political parties with Chinese characteristics, summarizes some problems that still exist at present, and makes a serious analysis of each problem, and puts forward some corresponding suggestions for perfection.
