俄罗斯腐败的政治根源与治理困境——基于政商关系的分析视角

【摘要】：俄罗斯独立以来的政商关系经历了错综复杂的嬗变过程,不仅深刻地影响着其国内政治局势的变化,也是其腐败问题屡禁不绝的政治根源。虽然俄罗斯执政党、政府和领导人都深刻认识到腐败的危害性,但受制于主客观条件,在技术层面上没有对腐败进行坚决而彻底的治理,这是俄罗斯政商关系嬗变的逻辑演进和必然结果。俄罗斯的反腐败不单纯是一个技术问题,更是一个政治问题,本质上是政商关系嬗变的副产品。俄罗斯腐败肆虐的现状和治理困境充分说明,腐败现象深深植根于一国的政治经济大环境,有效治理腐败必须首先营造风清气正的政商环境。
[Abstract]:Since the independence of Russia, the relationship between politics and business has undergone a complicated process of evolution, which not only profoundly affects the changes of its domestic political situation, but also is the political root of its corruption problem. Although Russia's ruling party, the government and leaders are deeply aware of the dangers of corruption, they are subject to subjective and objective conditions, and have not managed corruption resolutely and thoroughly at the technical level. This is the logical evolution and inevitable result of the evolution of Russian political and commercial relations. Russia's anti-corruption is not only a technical issue, but also a political issue, essentially a by-product of the evolution of political and commercial relations. The current situation of corruption raging in Russia and the plight of governance fully show that the corruption phenomenon is deeply rooted in the political and economic environment of a country, and the effective management of corruption must first create a clean and upright political and commercial environment.
